Section I of Circular 02/2005/TT-BNV (instructions for implementing the leadership allowance regime for cadres, civil servants, and public employees) stipulates the scope and subjects of application:
"1. Elected officials in state agencies from the central to district, town, city under the province (district level) are subject to salary classification according to administrative civil servant ranks and levels and receive leadership position allowances.
2. Cadres, civil servants, and public employees (including professional and technical positions in the Court and Procuracy) are appointed to hold leadership positions in state agencies from the central to district levels and in state public service units decided by competent authorities.
3. Cadres, civil servants, and public employees on the state payroll and arranged salaries according to civil servant ranks and public employees are sent to hold full-time leadership positions at associations and non-governmental organizations.
Thus, the following civil servants will receive leadership position allowances:
- Officials (including professional and technical positions in the Court and Procuracy) appointed to hold leadership positions in state agencies from the central to district levels and in state public service units decided by competent authorities.
- Officials on the state payroll and salary scale according to the civil servant rank are sent to hold full-time leadership positions at associations and non-governmental organizations.
