Preserving priority sources for salary and allowance payments for employees
Previously, as Lao Dong reported, the collective of workers of Daeduk Vina Co., Ltd. ( DEEP C2B Industrial Park in Dinh Vu - Cat Hai Economic Zone) filed a complaint for help about the Korean director fleeing, not paying wages and social insurance to workers.
Daeduk Vina Co., Ltd. has been operating since the fourth quarter of 2024, specializing in the production and processing of automobile electric cables. April 15 was the March salary payment date according to the company's regulations, but due to no money to pay salaries and factory rental, the factory had to cut off electricity, water and sealing. After repeatedly promising to pay wages, on May 30, the workers discovered that the business owner had fled, along with the wages owed to the workers amounting to nearly 1.5 billion VND. In addition to the salary owed to workers, this company owes social insurance, health insurance, and unemployment insurance for March and April 2025, greatly affecting the rights of employees.
Worried when their rights were not guaranteed, many workers gathered at the headquarters of the Economic Zone Management Board to request support from the authorities to resolve the issue.
The Economic Zone Trade Union immediately worked with the Economic Zone Management Board to dialogue and encourage employees; support the grassroots trade union to complete and submit a petition to open bankruptcy proceedings to the City People's Court.
Speaking with Lao Dong, Mr. Vu Ngoc Thuc - Head of the Department of Legal Policy and Labor Relations of the Hai Phong City Labor Federation said that in order to protect the rights of employees, the City Labor Federation recommended that the City People's Committee pay attention to and direct the competent authorities to seal the company's remaining assets to preserve priority payment sources (salary debts, severance pay, social insurance, health insurance for employees, other benefits under signed labor contracts and Collective Labor Agreements).
On the afternoon of June 24, representatives of the Economic Zone Management Board, the City Police and the City Labor Federation also worked with Tan Vu - Hai Phong Industrial Park Joint Stock Company. After the meeting, the industrial park committed not to arbitrarily handle the assets of Daeduk Vina Company Limited, but to keep them intact and ensure sealing.
Encourage and grasp the thoughts of employees
Mr. Nguyen Hong Quang - Vice Chairman of the Hai Phong Economic Zone Trade Union - said that after the industrial park committed to keeping the company's assets unchanged, the Economic Zone Trade Union also informed employees to feel secure, continue to grasp the concerns of employees, propagate and encourage employees to feel secure, avoid psychological agitation, affecting the security and order situation.
To support and encourage employees in a timely manner, the City Labor Federation recently allocated a Trade Union Shelter fund to subsidized 44 employees of companies in difficult circumstances, each worth 2 million VND. The City Social Insurance also closed the social insurance book until February 2025 to help employees conveniently find new jobs as well as resolve related benefits.
The Hai Phong Economic Zone Management Board has also sent an official dispatch to the Department of Foreign Affairs on coordination, support, and contact of investor DAEDUK ENtersPRISE CO., LTD because they could not contact the legal representative of Daeduk Vina Company Limited to guide businesses to comply with Vietnamese law, ensuring legitimate rights and interests for businesses and employees. The Hai Phong Economic Zone Management Board will proactively coordinate with relevant agencies to continue monitoring, promptly reporting, and proposing to the City People's Committee in handling the incident at Daeduk Vina Company Limited.
Ms. Chu Thi Khien - Chairwoman of the Trade Union of Daeduk Vina Company Limited informed that employees submitted a petition to the authorities but on June 24, they have not received a response. "The employee hopes to be informed about the progress of the case as well as receive attention, support, and finalize the social insurance book for the employee until April to ensure their rights," said Ms. Khien.
