Regarding the settlement of the 2022-2023 extra teaching regime for the teachers of Canh Thuan Boarding Secondary School (Van Canh district, Binh Dinh), Mr. Luong Dinh Tien - Chairman of the People's Committee of Van Canh district said that the school has reported on the payment of regime for teachers.
"According to the report, the school has paid the teachers for their extra teaching hours. At the same time, the teachers have also signed the minutes, agreeing with the school's payment level and have no further recommendations.
Regarding the handling of responsibilities, the district has asked the school to organize a review of the relevant collective and individuals. After the school reports the results, the district will check the level of review, and if any further action is needed, it will give its opinion," said Mr. Tien.
According to the Inspectorate of Van Canh District, Canh Thuan Boarding Secondary School (Canh Thuan School) reported spending more than 66 million VND to settle the extra teaching hours regime for the 2022-2023 school year for teachers. The teachers also agreed with the school's payment level.
"Up to now, teachers have no further recommendations or feedback regarding the settlement of the regime," said a representative of the Van Canh District Inspectorate.
As reported, on November 30, Van Canh District Inspectorate concluded the inspection of financial revenue and expenditure management at Canh Thuan School from 2019-2023.
Through inspection, it was found that Truong Canh Thuan accountant did not check payment documents closely; managed and used budget funds not in accordance with regulations.
Of which, payment to the wrong beneficiaries of preferential allowances and regional allowances (teachers on maternity leave) was more than 63 million VND; payment exceeding the prescribed number of lessons (library work) was more than 64 million VND; teachers were assigned to teach more than the required number of lessons, leading to overtime payments being 28 million VND higher than the regulations; payment exceeding the actual work volume by 3.6 million VND...
Van Canh District Inspectorate determined that the total amount of violations in the financial and budgetary sector was more than 159 million VND. Of which, the proposed recovery and payment to the State budget was more than 100 million VND, and the review and experience review was more than 50 million VND.
The main responsibility for the above limitations and shortcomings lies with the Principal of Canh Thuan School, the accounting department and related individuals in the process of preparing documents and payment procedures.
After the inspection conclusion, Chairman of Van Canh District People's Committee Luong Dinh Tien requested Principal of Canh Thuan School to recover more than 100 million VND of illegal money and return it to the State budget. At the same time, he organized a review of the responsibilities of individuals who allowed the above-mentioned shortcomings and limitations to occur.
