On November 30, Lao Dong news source reported that Van Canh District Inspectorate concluded the inspection of financial revenue and expenditure management at Canh Thuan Boarding Secondary School (Canh Thuan School) from 2019-2023.
Through inspection, it was found that Truong Canh Thuan accountant did not check payment documents closely; managed and used budget funds not in accordance with regulations.
Of which, payment to the wrong beneficiaries of preferential allowances and regional allowances (teachers on maternity leave) was more than 63 million VND; payment exceeding the prescribed number of lessons (library work) was more than 64 million VND; teachers were assigned to teach more than the required number of lessons, leading to overtime payments being 28 million VND higher than the regulations; payment exceeding the actual work volume by 3.6 million VND.
Some teaching periods are concurrently held as clerks, treasurers, education dissemination, databases, etc. There is no document stipulating the number of periods to reduce the standard teaching period, but the school still converts them into teaching periods to calculate the reduction in the standard; the reduction in the standard teaching period is not for the right subjects.
Some payment documents lack procedures and do not comply with regulations such as: Lack of value-added invoices, purchase and repair plans lack written policies from the Department of Education and Training; payment for repair of assets and equipment but lack of inspection records to determine the level of damage to components before repair; payment prices for office supplies are higher than market prices...
Van Canh District Inspectorate determined that the total amount of violations in the financial and budgetary sector was more than 159 million VND. Of which, the proposed recovery and payment to the State budget was more than 100 million VND, and the review and experience review was more than 50 million VND.
The main responsibility for the above limitations and shortcomings lies with the Principal of Canh Thuan School, the accounting department and related individuals in the process of preparing documents and payment procedures.
After the inspection conclusion, Chairman of Van Canh District People's Committee Luong Dinh Tien requested Principal of Canh Thuan School to recover more than 100 million VND of illegal money and return it to the State budget.
The recovered amounts include: Nearly 40 million VND in payments to the wrong beneficiaries of preferential occupational allowances and regional allowances from 2019-2023; more than 64 million VND in payments exceeding the prescribed norms and 3.6 million VND in payments exceeding the volume.
The Chairman of the People's Committee of Van Canh district also requested the Principal of Canh Thuan School to organize a review of the responsibilities of individuals who allowed the above-mentioned shortcomings and limitations to occur.
Previously, Lao Dong Newspaper had a series of articles reflecting on the situation of teachers in the mountainous district of Van Canh being owed salaries and benefits for a long time, including Canh Thuan School.
After a series of reports, Van Canh district paid the delayed salaries and resolved the overtime teaching regime for the 2022-2023 school year for teachers. However, up to now, there are still some teachers "empty-handed" even though Canh Thuan School has paid the regime.
Regarding this issue, Mr. Luong Dinh Tien said that after the inspection conclusion on revenue and expenditure management at Canh Thuan School from 2019-2023, the district assigned agencies to review and work with the school to "reasonably and logically" resolve cases of teachers who have not received the regime. At the same time, clarify and handle individual and collective responsibilities for the above situation.
