Debt to teachers in Binh Dinh: Responsibility "flows" to the school

Binh Dinh - Regarding the issue of teachers in the mountainous district of Van Canh being owed salaries and benefits for a long time, relevant agencies and units all believe that the main responsibility belongs to the school.

Regarding the settlement of the regime of teaching extra hours and extra classes in 2022-2023 for the collective of teachers of Canh Thuan Boarding Secondary School (Van Canh district, Binh Dinh), Lao Dong Newspaper had a working session with the People's Committee of Van Canh district and related units.

Arbitrarily assign teachers to teach extra hours

At the working session on September 17, the Inspectorate of Van Canh district affirmed that at the time of the debt of extra teaching hours for the 2022-2023 school year, Canh Thuan Boarding Secondary School (Canh Thuan School) was still under the management of the district's Department of Education and Training and had not been handed over to the district People's Committee.

Regarding the method of calculating overtime pay, the District Inspectorate believes that Canh Thuan School has converted it into teaching hours to calculate the reduction in standards and calculate overtime pay for some cases where teachers are also responsible for clerical work, cashiers, education dissemination, databases, etc., which is not appropriate.

In many cases, there is no written confirmation from the competent authority about the lack of teachers, but the school still assigns teaching hours exceeding the required number of hours in the school year, in order to pay for overtime.

Typical cases are Mr. Nguyen Thanh T (teaching 100 extra periods), Ms. Duong Thi Ngoc L (teaching 105 extra periods) and Ms. Pham Thi Nh (teaching 67 extra periods).

Van Canh District Inspectorate determined that the main responsibility for the prolonged debt situation lies with the Board of Directors of Canh Thuan School, headed by Principal Tran Duy Kha.

At the meeting, Mr. Pham Minh Chan - Head of the Department of Education and Training of Van Canh district also admitted responsibility for the teachers' overtime payment debt. At the same time, he clearly stated his point of view that it is necessary to spend correctly and sufficiently, ensuring the policies and regimes according to regulations.

Mr. Chan said that the assignment of teachers to teach extra hours in the 2022-2023 school year was done by Canh Thuan School on its own, without reporting in detail to the District Department of Education and Training as prescribed.

When asked about whether Canh Thuan School's self-organized meeting "The Council mobilizes teachers to jointly share some of the overtime costs for the 2022-2023 school year, only accepting extra teaching hours, not accepting payment for concurrent tasks, the regime of reducing teaching hours and converted hours", and then applying it to pay teachers' benefits is in accordance with regulations, Mr. Chan did not answer but "pointed directly" to the school.

Mr. Chan added: "To solve the policy for teachers, we cannot apply savings in revenue and expenditure to cut down on benefits for our colleagues. We must solve it properly and sufficiently, not force people to work without paying them."

The continuously fluctuating salary is due to the market.

At the meeting, the Inspector of Van Canh district said that after Lao Dong Newspaper reported, this unit had verified, reported and advised the Chairman of the People's Committee of Van Canh district to resolve the teachers' request.

The fact that the amount of overtime payment continuously fluctuated (from 315 million VND to more than 66 million VND) was due to Canh Thuan School's self-adjustment and balancing after the District People's Committee proposed to review and reduce inappropriate and unnecessary spending tasks in the 2022-2023 school year.

And Canh Thuan School requested an advance payment of 215 million VND to settle the debt for extra teaching hours, but the actual expenditure was only over 66 million, which was also paid by the school itself. Regarding the remaining advance payment (about 149 million VND) after the payment, Canh Thuan School will return it to the district budget.

Responding further to this content, Mr. Luong Dinh Tien - Chairman of Van Canh District People's Committee - said that regarding the school's request for advance payment, the district's responsibility is to advance payment so that the school can pay the teachers' allowances.

"The school's request for the amount of 315 million VND is the school's business, the district has not inspected or checked. After the district made the request, the school reviewed it and asked for an advance payment of another amount. When the inspectors got involved, the school continued to adjust the amount according to the correct documents and payment procedures.

The school did not report the teachers' overtime assignment plan, resulting in no documents proving that teachers taught overtime, so it could not be spent. When asked for additional documents, the school could not provide them, so the actual amount spent on overtime decreased to 66 million VND, which was the school's fault," said Mr. Luong Dinh Tien.

Regarding the fact that there are still teachers who are "empty-handed" when Canh Thuan School has implemented overtime payment, Mr. Luong Dinh Tien said that the school must have a specific report on each case of teachers who do not receive money, then the district can check and resolve it.
