On the morning of December 30, the Vietnam General Confederation of Labor (VGCL) held a conference to provide social feedback on the draft Law on Employment (amended).
Speaking at the conference, Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor - emphasized that the revised Law on Employment must meet the needs of employment in the new context when technology is very dominant and many new forms of employment appear.
The Vice President of the Vietnam General Confederation of Labor suggested that delegates focus on the main contents: Assessing the suitability of the draft law's content with the Party's guidelines and policies, the State's policies and laws; the correctness, scientificity and feasibility of the draft law; assessing the impact and effectiveness in terms of politics, economy, culture, society, national defense and security, and foreign affairs of the draft law to ensure harmony between the interests of the State, the People and organizations.
Regarding specific policy groups, Mr. Ngo Duy Hieu asked delegates to contribute ideas on the issue of flexible, modern, sustainable, integrated and focused labor market management. In particular, the Vice President of the Vietnam General Confederation of Labor emphasized the need to clarify the responsibility of trade union organizations in protecting rights, supporting and promoting job search connections, career transitions, and improving vocational skills for workers; and propose amendments to specific regulations.
The Vice President of the Vietnam General Confederation of Labor asked delegates to give their opinions on regulations on labor registration, labor market information system to ensure data sharing, create the best conditions for workers to grasp information on the labor market; solutions to manage informal labor...
In addition, it is recommended to contribute opinions to the policy group on perfecting the unemployment insurance policy as a tool for labor market management, including proposing a mechanism to protect employees in case employers are no longer able to pay unemployment insurance for employees in the draft; expanding the subjects participating in unemployment insurance; designing a policy to protect employees without labor relations; policies for employees who have participated in unemployment insurance for a long time but are not unemployed...
Mr. Ngo Duy Hieu said that the Vietnam General Confederation of Labor hopes that through the review session, the drafting agency will have more information and data to perfect the regulations in the draft.
