On November 27, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung explained and clarified a number of issues of concern to delegates regarding the draft Law on Employment (amended).
Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung said that employment is affected by many legal systems and policies, especially regulations on economics, investment, credit, corporate tax, cooperatives, and legal regulations on education, social insurance, wages, etc.
The Minister said that currently, new trends are having diverse impacts and many changes such as green jobs, digital jobs, the impact of artificial intelligence, energy transition, and population aging adaptation.
Minister Dao Ngoc Dung said that it is necessary to review, supplement and report new issues. From there, raise outstanding issues to perfect the institutions and legal framework with the goal of promoting the construction of a synchronous, flexible, diverse, sustainable and integrated labor market.
The Minister emphasized that the focus of amending the Employment Law is to create full, high-quality employment and higher labor productivity.
According to the Minister, the Law on Employment over the past 10 years has had many provisions that are not in accordance with the law; currently there is a lack of mechanisms to promote multiple social resources, cannot keep up with trends and lacks mechanisms to promote job creation.
Despite progress in recent years, the pace of labor structure transformation has been generally slow. Informal labor is accompanied by low benefits, risks and lack of sustainability.
Along with that, the regulations for supporting employment still have many shortcomings. In general, the market is fragmented and lacks connectivity. Human resource training lacks strong breakthroughs, especially in high-quality human resources...
The Minister said that the draft Law continues to be completed in the direction of supplementing and clarifying institutions contributing to governance, especially creating a legal framework to create full, quality employment and high labor productivity.
In addition, we will focus on the fundamental issue of promoting socio-economic development to solve and increase employment, improve the employment support system, public employment services, strengthen the protection of workers' rights and interests, and resolutely eliminate the institution of inequality in employment.
Along with that, improve the social security system, promote job creation, high-quality jobs, in which the state and enterprises must play a leading role, workers must play a proactive role in work. Besides, activate social resources, the participation of the whole society and create jobs, social welfare.
According to Mr. Dao Ngoc Dung, in the current context, it is difficult to detail all policies to stipulate a policy framework in the law, but requires only building a policy framework that is open, easy to adjust, and easy to adapt to each period.
Mr. Dao Ngoc Dung said that the draft Law on Employment is a complicated bill; labor is a market in socio-economic development.
"Hopefully, the Employment Law will continue to innovate, contributing to the cause of social security," the Minister expressed.
