According to the provisions of Decree 170/2025/ND-CP, civil servant mobilization is carried out in the following cases:
- According to specific task requirements;
- According to the planning and plan for the use of civil servants in agencies, organizations and between agencies and organizations according to the decision of the competent authority;
- Transfer working positions according to Party regulations and the law.
Meanwhile, civil servant secondment is carried out in the following cases:
- According to emergency, urgent tasks;
- To carry out work that needs to be resolved within a certain period of time.
In addition, the period of civil servant secondment shall not exceed 3 years, except in cases where it is implemented in accordance with the provisions of specialized laws.
When the dispatch period expires, the agency or organization sending the seconded civil servant must consider and decide on the end or extension of the dispatch period for the civil servant.
Meanwhile, Decree 170/2025/ND-CP does not stipulate the time for civil servant mobilization.
