According to information from the Ministry of Home Affairs, this agency has completed reviewing the list of job positions (VTVL) in the entire public system, including state administrative agencies, public service units, and local governments at 2 levels, to ensure a compact, effective and efficient apparatus.
The Ministry of Home Affairs said that according to the provisions of the Law on Cadres and Civil Servants 2025, VTVL is the only basis for implementing the arrangement, use, and management of civil servants (not using the civil servant rank standards system); any civil servant in VTVL must undertake the job and have a corresponding salary scale.
The 2025 Law on Cadres and Civil Servants stipulates that "By July 1, 2027, ministries, branches, central and local agencies must complete the arrangement into civil service and the corresponding ranking with civil service for civil servants recruited before the effective date of this Law under the management scope according to the provisions of this Law".
The Ministry of Home Affairs is currently researching and drafting a Decree regulating civil servant leave and organizing the implementation of the arrangement, use and management in accordance with the spirit of the Law on Cadres and Civil Servants in 2025.
In particular, the draft Decree focuses on the following basic contents: The Government issues a list of civil servant vocational training for unified implementation in state agencies from the central to commune levels; The Government stipulates the model of job description and the vocational training capacity framework;
Ministries, branches and localities shall base on the list of VTVL, job description models and VTVL capacity framework prescribed by the Government and based on functions and tasks according to the new organizational structure to develop VTVL Projects of agencies and organizations under their management.
According to the orientation of the content specified in the above draft Decree, ministries managing sectors and fields do not have to issue guiding documents on civil servant vocational training under the sectors and fields assigned to management as prescribed in Decree No. 62/2020/ND-CP, unified in implementing according to the general instructions of the Government.
Based on the functions and tasks of the new commune level, the Ministry of Home Affairs plans to build a list of civil servants at the new commune level (along with a job description and capacity framework for each job position at the new commune level) issued with the Decree for localities to directly apply and develop a Civil Servants' Civil Servants' Civil Servants' Employment Project at the commune level to determine the payroll, as a basis for recruiting, using, and managing civil servants at the commune level under their management authority.
