Draft Report on the results of union member development, establishment of grassroots trade unions in 2024 and deployment of tasks in 2025 presented by Mr. Tong Van Bang.
Accordingly, the Presidium of the Vietnam General Confederation of Labor has chosen 2025 as the "Year of Union Member Development". Therefore, the target for 2025 is to strive to have at least 13.5 million union members nationwide by the end of 2025. The number of union members needed to increase by 2025 is 1,648,388, of which 100,000 new union members will be admitted to the informal sector. Strive for most enterprises with 20 or more employees to establish a grassroots trade union organization.
Other agencies, units and organizations that meet the conditions under the Charter of the Vietnam Trade Union shall establish grassroots trade union organizations, but focus on improving the quality of union members and activities of grassroots trade unions. Enterprises that do not have a representative organization of employees shall gather the majority of employees to participate in the activities of the Vietnam Trade Union.
Discussing this issue, Mr. Pham Quang Thanh - Chairman of the Hanoi City Labor Federation - expressed concern about management when the number of grassroots unions was established too quickly. Sharing the same view with Mr. Thanh, some Chairmen of the Provincial Labor Federation and Chairmen of Industry Trade Unions expressed concern about using a formula to assign targets while each place has different space and characteristics.
Discussing the solution, Colonel Nguyen Dinh Duc - Head of the National Defense Trade Union - said that strong measures are needed to achieve the set goals. The National Defense Trade Union has implemented very well the policies, instructions and directions of the Vietnam General Confederation of Labor during the COVID-19 pandemic prevention and control period... From there, there has been support for the Union and more union members.
In particular, in 2024, the National Defense Trade Union Committee researched and proposed the development of a Circular on the Regulations for considering and awarding the Creative Labor Award in the Military Trade Union, which was signed and issued by the Minister of National Defense. This is an important legal document specifically for union members in the military who have annual projects, topics, and initiatives. This is a very beneficial condition for union members and to attract many officers and professional soldiers in all types of units to apply to join the union organization.
Concluding this issue, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang affirmed that the target of developing union members and establishing grassroots unions is a legal target. Therefore, a solution is needed and must be implemented thoroughly. If there are difficulties in resources, proposals should be made to higher levels. Flexibility and innovation in the implementation process are needed here.
Regarding the establishment of trade unions, the President of the Vietnam General Confederation of Labor emphasized that it is necessary to adhere to the 5 contents that Uncle Ho taught when establishing the Red Trade Union. One of them is to protect workers. This protection is carried out on the basis of the specific industry of the trade union.
In addition, the Chairman directed that after the conference, a research team on trade unions should be immediately established.
Organize well Tet care activities for union members and workers
At the Conference, Vice President of the Vietnam General Confederation of Labor Huynh Thanh Xuan presented a Report on the promulgation of the Working Regulations of the Steering Committee of the Vietnam General Confederation of Labor on preventing and combating corruption, waste and negativity.
Vice President Nguyen Xuan Hung presented the Program Report of the Presidium to implement the Resolution of the Executive Committee of the Vietnam General Confederation of Labor on promoting the development of union members and establishing grassroots unions in non-state enterprises by 2028, with a vision to 2033; Draft Conclusion of the Executive Committee of the Vietnam General Confederation of Labor on continuing to promote the implementation of tasks and solutions in Resolution 03/NQ-TLD dated January 11, 2019 of the Executive Committee of the Vietnam General Confederation of Labor, term XII, on union cadre work in the new situation.
In his closing speech at the conference, President of the Vietnam General Confederation of Labor Nguyen Dinh Khang suggested promoting the dissemination of the Trade Union Law (amended), especially the new points of the law. Focus on performing well the task of representing and protecting the legitimate rights and interests of union members and employees, especially the issues of unpaid wages and social insurance of union members and employees.
The President of the Vietnam General Confederation of Labor especially emphasized the direction of all levels of trade unions to proactively organize activities to care for union members and workers on the occasion of the Lunar New Year 2025 according to the policies and plans of the Presidium of the Vietnam General Confederation of Labor, ensuring practicality, effectiveness, and bringing the most benefits to union members and workers. Directing all levels of trade unions to implement the Resolution of the Executive Committee of the Vietnam General Confederation of Labor on "Focusing resources to care for the welfare of union members and workers in the new situation".
