Article 3 of Decree 115/2020/ND-CP stipulates:
Classification of civil servants
1. According to their duties and responsibilities, civil servants are classified as follows:
a) Management officials are those appointed to a management position for a term, responsible for operating and organizing the implementation of one or more tasks in public service units and entitled to management position allowances;
b) Officials not holding management positions are those who only perform professional tasks under professional titles in public service units.
2. According to the training level, civil servants are classified as follows:
a) Officials holding professional titles that require doctoral training;
b) Officials holding professional titles that require a master's degree;
c) Officials holding professional titles that require university training;
d) Officials holding professional titles that require college training;
d) Officials holding professional titles that require intermediate training.
