On April 4, news from Khanh Hoa Provincial People's Committee said that it has issued a Program to support the development of the labor market to 2030, with the orientation of building a modern, flexible, integrated and suitable labor market for local real conditions.
According to the set target, by 2030, Khanh Hoa strives for a trained labor rate of 90%, of which 40% have degrees and certificates. At the same time, about 90% of workers are equipped with information technology skills.
The province also sets a target to maintain the urban unemployment rate below 3%; reduce the proportion of agricultural labor to below 20% and increase the proportion of non-agricultural labor in urban areas to at least 90%. Labor productivity increases by an average of at least 6.5%/year.
Notably, the province strives to reduce the rate of unemployed youth who do not participate in studying or training to below 8%; keep the youth unemployment rate in urban areas below 7% and the unemployment rate in rural areas below 6%.
In addition, the goal is that by 2030, at least 60% of the working-age population will participate in social insurance; of which, informal sector workers and farmers participating in voluntary social insurance account for about 5%.
The program also focuses on investing in and developing a system of job transactions and labor market information in a modern, synchronous, and interconnected direction.
Specifically, by 2030, 95% of junior high and high school graduates will receive counseling and career guidance. About 45% of workers in need of finding jobs will receive counseling and job introductions from job service centers.
From 2026, the province will effectively manage and exploit the labor database, connect and share with information systems of other localities; towards building a modern, interconnected national labor market information system according to the roadmap of the Ministry of Home Affairs.
Employment support programs and projects will also be implemented for specific labor groups such as people with disabilities, ethnic minority workers, female workers, demobilized soldiers, people who have completed prison sentences, rural workers and new graduates.
The Department of Home Affairs is the agency in charge of implementing the program, coordinating with relevant departments, branches and localities to organize implementation.
