Exchanging about the work of developing union members and establishing grassroots trade unions, Mr. Nguyen Dinh Thang - Member of the Executive Committee of the Vietnam General Confederation of Labor, Chairman of the Trade Union of High-Tech Parks and Industrial Parks of Hanoi City - said that in 2026, the Hanoi Labor Federation assigned the Trade Union of High-Tech Parks and Industrial Parks of Hanoi City to admit 21,000 union members.
Like the team of Trade Union officials nationwide, officials of the Trade Union of High-Tech Parks and Industrial Parks of Hanoi City always identify developing union members and establishing grassroots trade unions as an important task; considering the assigned target as a legal target and each person clearly expresses the highest political determination to implement it.
However, what Mr. Nguyen Dinh Thang is concerned about is that in industrial parks, grassroots trade unions have almost been established; high-tech parks have very high criteria, so not every business can meet them to enter here.
The labor structure in these areas is also changing as many people leave the city to return to their hometowns due to increased living costs, while in their hometowns they do not have to worry about rent and lower spending. This reality makes it difficult to rely solely on new businesses to develop union members. Therefore, the Trade Union of High-Tech Parks and Industrial Parks of Hanoi needs to focus on businesses that are recruiting more workers to meet new orders.
Mr. Nguyen Dinh Thang said that after the organizational arrangement, the number of officials decreased by half but the workload increased, causing a lot of pressure. Therefore, when assigning targets, it is necessary to accompany implementation mechanisms; and at the same time promote propaganda and mobilization to develop union members in the context of the upcoming appearance of employee representative organizations at enterprises.
Strongly and comprehensively innovate the content, forms, methods of propaganda and mobilization
To gather workers into the Trade Union organization, in the past time, trade union levels have had many innovations, especially in the work of caring for workers.
One of the outstanding activities is taking care of the Binh Ngo Lunar New Year. According to data released by the Vietnam General Confederation of Labor in mid-March 2026, during the Binh Ngo Lunar New Year 2026, over 12 million union members and workers benefited from the care activities of the Trade Union organization, an increase of 5.9% compared to 2025 with a total budget of over 10,380 billion VND, an increase of 32.8% compared to 2025.
This activity has contributed to enhancing the prestige and attractiveness of the Trade Union organization to society in general and workers in particular. From there, workers who are not yet union members will voluntarily join the Vietnam Trade Union organization to enjoy care...
The important thing here is that the forms and methods of propaganda and mobilization need to be innovated. At the provincial and city Labor Federation levels; central industry trade unions; economic group trade unions, general corporation trade unions directly under the Vietnam General Confederation of Labor need to proactively build and compile propaganda content and materials to ensure they are easy to understand, easy to remember, easy to implement, suitable for each target group, each type of enterprise, industry and area.
The content of propaganda focuses on introducing the role and functions of the Trade Union organization, the practical benefits of workers when participating in trade unions; responsibilities and benefits of organizations and business units when there is a grassroots trade union organization.
At all levels of trade unions, focus on building a team of officials working on union member development, establishing grassroots trade unions that are sufficient in quantity, solid in quality, with bravery, skills, experience, understanding of labor laws, trade unions and grassroots practices.
In localities and sectors with a large number of workers, research and develop projects to establish centers for consulting and supporting workers; build a network of collaborators, consultants, propagandists, and core groups at the grassroots level; implement responsibility signing, assign specific targets and have appropriate support and remuneration mechanisms.
In addition, it is necessary to train and foster skills for 100% of officials working on union member development in a practical direction, linking specific situations. At the same time, strengthen guidance and support for grassroots trade unions to propagate and mobilize workers to join; diversify forms of communication, combine directly and on digital platforms to improve efficiency and spread.
* In 2026, the Vietnam Trade Union sets a target of 95% of workers in the non-budgetary sector and 90% of workers in the non-state sector being union members. At the same time, striving for most businesses with 20 or more employees to establish grassroots trade unions; expanding and developing union members in the informal sector, diversifying flexible organizational models, suitable to reality.
* In the first quarter of 2026, trade union levels newly established more than 398 grassroots trade unions, developed nearly 70,000 union members, introduced more than 4,800 outstanding union members to the Party.
