According to Decision No. 472/QD-BTC dated March 16, 2026, the Ministry of Finance sets a target that by 2030, the number of people participating in compulsory social insurance will reach 100% compared to the number of people subject to participation.
At the same time, the number of people participating in voluntary social insurance will increase by at least 5% per year. The plan also requires localities to develop specific targets for each year, ensuring synchronization from the Central to the grassroots level.
Closely following the above orientation, Phu Tho has promoted propaganda and mobilized people and businesses to participate in social insurance and health insurance (BHYT).
From 2025 to March 2026, the whole province organized more than 2,200 propaganda and policy consultation conferences, attracting nearly 82,000 participants.
In which, more than 1,800 conferences were coordinated with communes, wards and businesses, attracting over 41,000 people. At the same time, more than 1,800 small advisory groups directly approached over 16,000 people. About 400 dialogue conferences with workers and businesses were also organized, thereby promptly answering many problems related to rights and obligations when participating in social insurance and health insurance.
In parallel with direct propaganda, Phu Tho promotes multi-platform communication. Local press agencies and grassroots broadcasting systems continuously broadcast news, articles, and reports on social insurance and health insurance policies, especially in rural and remote areas.
Many modern media products such as video clips, infographics, motion graphics... are also being deployed on digital platforms, helping people access information quickly and easily.
The Provincial Social Insurance Agency also coordinates with mass organizations to organize campaigns to mobilize people to participate in voluntary social insurance and household health insurance, thereby developing thousands of new participants. Livestream programs and online conferences with practical content are organized, contributing to strengthening interaction with people.
Notably, the Education sector actively integrates propaganda about health insurance for students through early-year activities, parent meetings and extracurricular activities. The organization of counseling booths at schools has contributed to raising awareness and creating consensus among parents in participating in health insurance for their children.
Thanks to the synchronous implementation of solutions, the number of people participating in insurance in the province continues to increase. In 2025, Phu Tho has 728,105 people participating in social insurance, accounting for 37.91% of the working-age population, an increase of 52,621 people compared to 2024.
In which, compulsory social insurance reached 579,0029 people, voluntary social insurance reached 149,076 people. The number of people participating in unemployment insurance reached 554,402 people, an increase of 9.59%.
In particular, the health insurance coverage rate reached 95.1% of the population with 3,488,706 participants, an increase of nearly 200,000 people compared to the previous year, showing the clear effectiveness of propaganda and mobilization work.
Phu Tho Provincial Social Insurance said that in the coming time, the unit will continue to strongly innovate communication work in a concise, targeted, and effective direction.
The focus is on applying digital technology, artificial intelligence and multi-channel platforms to personalize content, improve accessibility, and strengthen communication at the grassroots level, promote the role of community networks, and ensure transparent and timely information.
Reality shows that promoting propaganda has made an important contribution to expanding the coverage of social insurance and health insurance in Phu Tho. This is an important foundation for the locality to move closer to the goal of universal social insurance by 2030, while consolidating the social security system in a sustainable and inclusive direction.
