According to the draft, the policy will be implemented in the province in the period 2026-2030.
Raising the practical basis for the proposal, Phu Tho Provincial People's Committee said that Resolution No. 28-NQ/TW of the 7th Conference of the 12th Party Central Committee on social insurance policy reform sets a target that by 2030, about 60% of the working-age population will participate in social insurance.
In which, farmers and informal sector workers participating in voluntary social insurance account for about 5%; about 45% of the working-age population participates in unemployment insurance.
Notably, the resolution also sets a target of about 60% of people after retirement age to receive monthly pensions, social insurance and social pension benefits; the satisfaction index of social insurance participants reaches 90%.
In Resolution No. 403/NQ-CP dated December 10, 2025, the Government assigned Phu Tho province to reach 1,047,633 people participating in social insurance by 2030, of which 128,576 people participate in voluntary social insurance.
Previously, the People's Council of Vinh Phuc province (old) issued Resolution No. 03/2020/NQ-HĐND dated July 17, 2020, stipulating policies to support people participating in voluntary social insurance in the period 2020-2025, with support from the provincial budget at a percentage rate on the monthly contribution level.
Specifically, the support level is 30% for people from poor households; 25% for near-poor households and 10% for other subjects.
This resolution has brought practical efficiency, contributing to improving the coverage rate of social insurance and ensuring social security in the area. Accumulated from August 1, 2020 to December 31, 2025, there were 132,089 turns of voluntary social insurance participants supported, with a total budget of more than 25.7 billion VND.
However, according to Resolution No. 202/2025/QH15 of the National Assembly, from July 1, 2025, Phu Tho, Vinh Phuc and Hoa Binh provinces will be merged into Phu Tho province, leading to changes in the scope of adjustment and subjects of policy application.
In addition, Resolution No. 03/2020/NQ-HĐND of Vinh Phuc Provincial People's Council expired from December 31, 2025.
Therefore, Phu Tho Provincial People's Committee believes that it is necessary to issue new policies to continue to support people participating in voluntary social insurance, thereby increasing the proportion of people reaching retirement age to receive pensions, contributing to ensuring sustainable social security.
