Phu Tho Provincial People's Council has just issued Resolution No. 25/2026/NQ-HĐND stipulating the level of additional support for voluntary social insurance contributions for specialized subjects in the area in the period 2026 - 2030.
This policy opens up opportunities to access a sustainable social security network for thousands of people from poor and near-poor households and ethnic minorities in the locality.
The subjects of application are permanent residents in Phu Tho, participating in this type of insurance according to regulations in the province.
Regarding the financial mechanism, participants will receive an additional 10% support from the local budget calculated on the monthly contribution level according to the rural poverty standard.
The policy takes effect from July 10, 2026 to the end of December 31, 2030.
Cases of early payment of policies or long-term payment methods exceeding the above time milestone will be specifically regulated according to transitional terms to ensure fairness and transparency.
The funding source for payment is self-balanced and allocated annually by the provincial budget.
Sharing with Lao Dong Newspaper about this policy, Ms. Bui Thi Mung, a Muong ethnic person in Nat Son commune, said that deducting a regular amount of money each month to take care of the future in old age is difficult.
Therefore, when commune officials informed her that the province would support 10% of the cost, she felt that the burden was somewhat reduced and decided to register to participate immediately to have the opportunity to receive a pension later.
Sharing the same excited mood, Ms. Bui Thi Lanh, also in Nat Son commune, said that the new policy helps her feel more secure when participating in voluntary social insurance contributions.
This woman said that the practical support from local authorities creates motivation for people in mountainous areas to feel secure in working and producing.
Although not participating in signing labor contracts, people can still participate in social insurance contributions to enjoy social security benefits. Moreover, the province's support helps people reduce the burden," Ms. Lanh shared.
It can be seen that the promulgation of policies to support voluntary social insurance contributions is not only simply a story of sharing the immediate financial burden but also contributes to ensuring comprehensive social security.
By supporting vulnerable people in society to create "savings" for the future, the locality is creating a sustainable poverty reduction platform, reducing pressure on social security work in the coming time.
