Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor (VGCL); Ms. Thai Thu Xuong, Permanent Vice President of the VGCL; Vice Presidents of the VGCL: Ngo Duy Hieu, Phan Van Anh, Huynh Thanh Xuan, Nguyen Xuan Hung attended the conference.
The conference was held at the national level, directly combined with online with nearly 100 connecting points. At the Lao Dong Newspaper bridge, cadres, reporters, editors, and staff of the newspaper attended the conference.
Speaking at the opening of the conference, Mr. Nguyen Dinh Khang emphasized that the Resolution of the 13th Congress of the Vietnam Trade Union has identified the work of participating in the development of policies and laws as the most important task in performing the function of representing, caring for, and protecting the rights of union members and workers; it is the responsibility of the entire system, a regular task to best care for and protect the rights of workers. The year 2024 marks many important events of the Vietnam Trade Union in participating in the development and improvement of laws.
That is to focus on building and participating in building important Law projects in the field of labor and social security such as: Law on Social Insurance, Law on amending and supplementing a number of articles of the Law on Health Insurance, Law on Employment, especially the Law on Trade Unions (amended) - a law of high political and legal significance - proposed and drafted by the Vietnam General Confederation of Labor.
According to the President of the Vietnam General Confederation of Labor, the National Assembly's passage of two important laws that directly affect the rights and interests of union members, workers and trade union organizations has created an important legal corridor for union officials and trade union organizations at all levels to better perform their functions and tasks of representing and protecting the legitimate and legal rights and interests of union members and workers; and continue to innovate trade union organizations and activities to meet the requirements of the new situation.
In particular, mastering the provisions of the Trade Union Law and the Social Insurance Law and promptly taking practical and specific actions to put the provisions of the law into practice is the task of every trade union official and trade union organization at all levels.
The conference aims to raise awareness among trade union officials about the contents of the Trade Union Law and the Social Insurance Law 2024; demonstrate the role and responsibility of the General Confederation of Labor in implementing the Law, ensuring that the provisions of the Law are implemented promptly and effectively in practice.
The conference commended many collectives and individuals who had made contributions to the development of the Trade Union Law (amended). Lao Dong Newspaper was one of the collectives commended by the Vietnam General Confederation of Labor.
At the recent 8th Session, the 15th National Assembly voted to pass the Trade Union Law 2024 with 443/456 delegates participating in the vote in favor.
The Law has 6 chapters and 37 articles (an increase of 4 articles compared to the current Law) and takes effect from July 1, 2025.
The law stipulates that the trade union fee contribution rate will continue to be maintained at 2%, along with amending and supplementing regulations to clarify the principles of management and use of trade union finances; amending and supplementing the spending tasks of trade union finances...
The 2024 Trade Union Law has several notable new points: Expanding the right to establish, join and operate trade unions for workers without labor relations; expanding the right to join and operate trade unions for foreign workers; regulating the right to join the Vietnamese Trade Union of workers' organizations at enterprises.
Supplementing the principles of organization and operation of the Vietnam Trade Union and clarifying the principles and contents of international cooperation on trade unions; specifying the organizational system of the Vietnam Trade Union; supplementing and clarifying prohibited acts in the direction of clearly classifying groups of acts according to specific criteria.
In addition, more specific regulations on the rights and responsibilities of representing, caring for and protecting the legitimate and legal rights and interests of union members and workers; supplementing the rights of the Union to supervise and provide social criticism; supplementing cases of exemption, reduction and suspension of payment of union fees; amending and supplementing regulations to clarify the principles of management and use of union finances, and supplementing regulations on the Vietnam General Confederation of Labor to decentralize the collection and distribution of union fees.
The Law on Social Insurance (SI) 2024 consists of 11 Chapters and 141 Articles, taking effect from July 1, 2025 with many major changes and additional benefits for participants.
The Law has added social pension benefits; expanded the subjects eligible to participate in compulsory social insurance and voluntary social insurance; changed the regulations on enjoying sick leave; added maternity benefits and occupational accident benefits to the voluntary social insurance policy; added regulations on supplementary pension insurance...
