Quang Ninh Provincial People's Committee has just issued Plan No. 90/KH-UBND on caring for and improving the health of workers and preventing and controlling occupational diseases in the period 2026–2030.
According to the plan, the province focuses on controlling hazardous factors in the workplace, especially in high-risk industries such as coal - mineral mining, thermal power, cement - construction materials, seaports - logistics and industrial parks.
The goal is that by 2030, 100% of officials working in labor health, medical examination, and labor environment monitoring will be trained and issued professional certificates according to regulations.
Complete and effectively operate the provincial-level database for monitoring labor environment and occupational diseases, ensuring connection with the national data system.
Quang Ninh strives to manage at least 80% of labor facilities with hazardous factors causing occupational diseases.
100% of labor environment monitoring facilities, periodic health check-up facilities and occupational health check-up facilities are inspected and evaluated for quality.
100% of labor establishments with over 200 workers (including female workers and those in need) arrange milk extraction and milk preservation areas for mothers who are breastfeeding according to regulations.
In health care work, the province sets a target of 100% of workers having access to information about non-communicable diseases.
For the labor sector without contracts, in the fields of agriculture, forestry, fishery and craft villages, at least 60% of workers are informed and consulted about the risk of occupational diseases and prevention and control measures.
The plan also requires 100% of people with occupational accidents and diseases to receive first aid, timely emergency care and treatment, and rehabilitation according to regulations.
To implement it, the province will review and fully update labor facilities in the area; build a management database by industry, scale, hazard factors and level of risk of occupational diseases.
Enhance the responsibility of heads of labor establishments in implementing regulations on labor environment monitoring, health check-ups, and occupational disease prevention and control.
Organize risk stratification, assess risk levels by industry, occupation, scale and hazard factors as a basis for management, supervision and intervention in occupational disease prevention.
Promote the application of information technology, build a digital database on workers' health.
The Provincial People's Committee assigned the Department of Health to be the lead agency for implementation, coordinating with departments, branches, localities and businesses to organize implementation, and periodically report results.
