Decision No. 863/QD-BNV of the Ministry of Home Affairs, effective from July 1, 2025, clearly stipulates the process and procedures for receiving funeral allowances.
Sequence to receive benefits
Step 1: Within 90 days from the date the person who is reserving the social insurance payment period, the voluntary social insurance participant, the person who is receiving or temporarily suspending the monthly pension or allowance for occupational accidents and diseases dies, the relatives or organizations or individuals who are in charge of the funeral shall submit the application to the social insurance agency.
Within 90 days from the date the employee participating in compulsory social insurance died, the relatives or organizations or individuals who are in charge of the funeral shall submit the prescribed documents to the employer.
Step 2: Within 30 days from the date of receiving complete documents from relatives of employees participating in compulsory social insurance who died, the employer is responsible for submitting the documents to the social insurance agency.
Step 3: Within 10 working days from the date of receiving the complete application as prescribed, the Social Insurance agency is responsible for handling the application. In case of not resolving the issue, a written response must be provided stating the reason.

Component of the dossier
- Social insurance book, except for cases where people are receiving pensions and monthly allowances;
- Certificate of death or excerpt of the death certificate or a copy of the death certificate or a copy of the decision of the Court declaring death;
- statements from relatives and individuals for burial.
In case a foreign citizen working in Vietnam dies abroad, a copy of the death certificate or excerpt of the execution certificate or a copy of the death certificate or a copy of the Court's decision declaring his death shall be replaced with a notarized or certified Vietnamese translation in accordance with the provisions of the law on notarization, certification of documents issued by a competent authority abroad showing information about the foreign citizen who died (oth name, time of death, place of death).
Processing time: Within 10 working days from the date of receipt of complete documents as prescribed.
Subjects performing administrative procedures: Relatives of people who are reserving social insurance payment time, people participating in voluntary social insurance, people who are receiving or temporarily suspending pension, monthly occupational accident and disease allowance.
Requirements and conditions for administrative procedures
The following people, when they die, the funeral organizations and individuals will receive a one-time funeral subsidy, including:
- Employees who are Vietnamese citizens and foreign workers working in Vietnam with a compulsory social insurance payment period of 12 months or more;
- Employees who are Vietnamese citizens with a total period of compulsory social insurance payment and voluntary social insurance payment of 60 months or more if the period of compulsory social insurance payment is less than 12 months.
- Workers who are Vietnamese citizens and die from work-related accidents or occupational diseases according to the provisions of the law on labor safety and hygiene;
- People who are receiving or temporarily suspended from receiving pensions; people who are receiving or temporarily suspended from receiving monthly occupational accident and disease benefits who have quit their jobs
Administrative procedure performing agency: Social insurance agency according to the decentralization of Vietnam Social Insurance.
Results of administrative procedures: Decision on receiving funeral allowance.
