The Government has issued Decree No. 154/2025 on staff streamlining, effective from June 16. This Decree replaces Decree No. 29/2023.
The Government also clearly states that the group of non-professional workers in villages and residential groups that are redundant due to the arrangement of villages and residential groups will retire immediately from the date of the arrangement decision by the competent authority.
The Decree stipulates that part-time workers in villages and residential groups who have not reached the prescribed retirement age are entitled to specific regimes.
First, people with less than 5 years of work are entitled to a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of work; the allowance is 1.5 times the current monthly allowance for each year of work.
At the same time, they are also subsidized with 3 months of current monthly allowances to find a job; are allowed to reserve the period of compulsory social insurance payment or receive one-time social insurance according to the provisions of the law on social insurance.
Second, people who have worked for 5 years or more and have less than 5 years until retirement age will receive a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of early retirement compared to the retirement age; the allowance is 1.5 times the current monthly allowance for each year of work.
This group is also subsidized with 3 months of current monthly allowances to find a job and reserve the time of compulsory social insurance payment or receive one-time social insurance according to the provisions of the law on social insurance.
For those who have worked for 5 years or more and have reached retirement age of 5 years or more, they will receive a one-time allowance equal to 0.8 times the current monthly allowance multiplied by 60 months; the allowance is 1.5 times the current monthly allowance for each year of work.
The above subjects are also subsidized with 3 months of current monthly allowances to find a job and reserve the time of compulsory social insurance payment or receive one-time social insurance according to the provisions of the law on social insurance.
In addition to the group of people who retire early compared to the regulations, the decree also stipulates that non-professional workers in villages and residential groups who are old enough to retire or are receiving pension or disability benefits will receive a one-time allowance equal to 15 months of current monthly allowance.
