On July 1, 2025, the Minister of Public Security issued Circular 53/2025/TT-BCA amending Circular 55/2021/TT-BCA guiding the Residence Law 2020; Circular 56/2021/TT-BCA regulating forms in registration and management of residence, effective from July 1, 2025.
Accordingly, amending regulations on the responsibility of commune-level police in managing residence as follows:
- fulfill the responsibilities stipulated in Article 33 of the Law on Residence.
- Collect, update and edit information about citizens in the Residence Database, National Population Database according to authority;
- Coordinate with agencies, organizations and individuals directly managing road, rail and inland waterway vehicles providing passenger transport services in the management area to review and count the status of residence of drivers and employees on these vehicles to serve the management of residence and crime prevention.
- Carry out other residence management tasks according to the regulations of the superior police.
- Periodically and suddenly conduct residence inspections.
