The Ministry of Public Security issued Circular No. 51/2025/TT-BCA amending and supplementing a number of articles of Circular No. 79/2024/TT-BCA of the Minister of Public Security regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes. The Circular takes effect from July 1, 2025.
Some notable amendments are as follows:
Commune-level police register cars, specialized motorbikes, and motorbikes of domestic organizations and individuals headquartered in provinces and cities (except for vehicles of confiscated origin and vehicles specified to be issued to the organizing agency).
Based on the actual situation, facilities, and traffic infrastructure, the director of the provincial and municipal police will agree with the Director of the Traffic Police Department to decide to organize a registration point of the traffic police department and the registration of specialized cars and motorbikes of the commune-level police.
Replace the phrase "People's Committees at all levels and specialized agencies under the People's Committees at the provincial and district levels" with the phrase "People's Committees and specialized agencies under the People's Committees at all levels" in Circular No. 79/2024/TT-BCA.
The Circular also stipulates the responsibility for organizing implementation as follows:
The Director of the Traffic Police Department is responsible for monitoring, guiding, inspecting, and urging the implementation of this Circular.
Heads of units under ministries, directors of provincial and municipal police, relevant agencies, organizations and individuals are responsible for implementing this Circular.
