According to the Charter (amended and supplemented) issued by the Association of the Elderly in Vietnam under Decision No. 288/QD-BNV of the Ministry of Home Affairs, the Association's organizations include:
1. Vietnam Association of the Elderly:
a) National Congresses;
b) Executive Committee;
c) Inspection Board;
d) Standing Committee;
d) Officials, professional departments and legal entities under the Association.
2. In provinces and centrally run cities (collectively referred to as provinces); in districts, towns and cities directly under provinces (collectively referred to as districts), there is an Executive Committee or the Representative Committee of the Association of the Elderly.
3. Association of the Elderly in communes, wards and towns (collectively referred to as the facility).
4. Association of elderly people in villages, hamlets, hamlets, villages, hamlets, hamlets, residential groups, residential areas or equivalent under the grassroots Association of the Elderly.
Article 22 stipulates the grassroots Association of the Elderly as follows:
1. The Association of the Elderly is the foundation of the Association. Grassroots associations with seals, accounts, headquarters, are supported with operating expenses according to the provisions of law.
2. The plenary Congress or the Congress of Members is the leading agency of the grassroots Association, convene by the Executive Committee of the grassroots Association every 5 years, and can be convene sooner or later but not more than 1 year as prescribed by law. The Congress is nhiem vu:
a) Discuss and approve the term report of the Executive Committee; decide on the direction and tasks for the next term;
b) Discuss important requirements;
c) Through financial statements;
d) Election of Executive Committee, Inspection Committee;
d) Trade unions send delegates to attend the Congress trieucted by the District Association of the Elderly;
3. Grassroots Association Executive Committee
The Executive Committee of the grassroots association is the leadership agency between the two congresses, elected by the Congress. The number of executive committee members decided by the Congress. When required, the Executive Committee elected additional members of the Executive Committee but not more than 1/3 of the Executive Committee members elected by the Congress. The Executive Committee meets every 3 months, when an unusual meeting is needed. The Executive Committee has the task:
a) Electing the Standing Committee, elected Chairman and Vice Chairman of the Standing Committee members; Election of the inspection committee among the inspection committee members;

Thus, the election of Chairman of the Commune-level Elderly Association is conducted by the Executive Committee of the Senior Association.
