Clause 2, 3, Article 9 of Decree 152/2025/ND-CP stipulates the time and position for considering commendation for the contribution process as follows:
- Ministries, departments, branches, and provinces shall submit to the Prime Minister for consideration and submission to the President for commendation for their contributions to individuals who meet the conditions and standards when there is a notice of retirement or a retirement decision but have not been commended for their contributions (including cases of sacrifice or death). For individuals who are past the age of holding leadership or management positions and have their working time extended to work professionally, they will be considered for rewards for their contributions when they stop holding leadership or management positions.
In case an individual has been rewarded for his/her contributions, then continues to work and has held leadership and management positions for a period of time and is eligible for the reward for his/her contributions, he/she will continue to be considered and rewarded for his/her contributions for his/her working time and position in the later working period and will be proposed to be awarded emulation titles and other forms of reward according to regulations if he/she meets the conditions and standards;
- Individuals who have held a position for a period of time but do not have enough time to be rewarded according to the prescribed standards for that position will be added to the period of holding a position lower than the adjacent level to calculate the reward standard for the position lower than the adjacent level (if the position lower than the adjacent level is the reward standard for the dedication process);
- Individuals holding many different positions at the same time shall take the highest position as the basis for applying the reward standard;
- Individuals who meet the rotation or transfer requirements or are decided by the competent authority to hold a lower position before rotation, transfer, or organization arrangement, when considering rewards, the time for appointment of the position is counted until the end of the election term or the end of the appointment period of the position before rotation, transfer, or organization arrangement and the continuous time is counted according to that position to serve as a basis for considering rewards;
- Cases that have been rewarded for their contributions, and do not implement reward adjustments according to the new regulations on equivalent titles. In cases where the contribution process has not been rewarded, compare it with regulations if it is the right subject, meets the conditions and standards, then it is recommended to consider rewarding the contribution process.
No rewards will be given to individuals who have been disciplined or have committed serious violations or shortcomings that have been concluded in writing by competent authorities during their time holding leadership or management positions and are eligible for rewards for their contributions.
