Circular 62/2025/TT-BQP amends and supplements Article 23 of Circular 93/2024/TT-BQP dated November 8, 2024 of the Minister of National Defense regulating and guiding emulation and reward work for militia and self-defense forces. Circular 62/2025/TT-BQP takes effect from July 1, 2025.
According to Circular 62/2025/TT-BQP, from July 1, 2025, the authority to decide on commendation for the Militia and Self-Defense Forces is as follows:
Minister of National Defense: Decision to award the title of "Emulation Fighter of the entire army"; Decision to award and posthumously award "Certificate of Merit of the Minister of National Defense"; Decision to award the Commemorative Medal "For the cause of the armed forces of the masses".
The Chief of the General Staff, General Department of Politics, General Department, Military Region, Service, and equivalent units under the Ministry of National Defense: Decision to award the title of "Determined-to-Win Unit"; Decision to award Certificates of Merit and Certificates of Merit of the Chief of the General Staff, General Department of Politics, General Department, Military Region, Service and equivalent units under the Ministry of National Defense.
The Head of the Provincial Military Command and equivalent: Decision to award the title of "Emulation Fighter at the grassroots level", title of "Advanced Fighter", Certificate of Merit to individuals with the highest position to the Battalion Commander of the Militia and Self-Defense Forces or equivalent; Decision to award the title of "Advanced Unit", Certificate of Merit to the highest collective to the Militia and Self-Defense Battalion level or equivalent".
Head of the Border Guard Command: Decision to award the title of "Emulation Fighter at the grassroots level", title of "Advanced Fighter", Certificate of Merit to individuals with the highest position to the Militia and Self-Defense Company Commander or equivalent; Decision to award the title of "Advanced Unit", Certificate of Merit to the highest collective to the Militia and Self-Defense Company level or equivalent".
Head of the Provincial Defense Command, Brigade, regiment and equivalent: Decision to award the title of "Emulation Fighter at the grassroots level", "Advanced Fighter", Certificate of Merit to individuals with the highest position to the militia and Self-Defense Company Commander, Commander of the Commune-level Military Command or equivalent; Decision to award the title of "Advanced Unit", Certificate of Merit to the highest collective to the level of the Militia and Self-Defense Company, Commune-level Military Command or equivalent".
The heads of central ministries, branches, heads of agencies, organizations and Chairmen of People's Committees at all levels decide to reward the Militia and Self-Defense Forces according to the provisions of Articles 79, 80 and 81 of the Law on Emulation and Commendation and the regulations of heads of central agencies and organizations and Chairmen of People's Committees at all levels.
