Article 44 of Decree No. 152/2025/ND-CP stipulates the disclosure of individuals and groups proposed for commendation as follows:
1. The Ministry of Home Affairs solicits public opinions on the Central Emulation and Reward Committee's Electronic Information Portal, the Ministry of Home Affairs' Electronic Information Portal for the titles of "Heroic Province", "Heroic City", "Hero of the People's Armed Forces", "Hero of Labor" within 10 working days (except for cases of special special awards for outstanding achievements, awards with state secrets).
2. The competent person proposing to consider awarding the form of commendation for medals and state honorary titles prescribed in Clause 5, Article 84 of the Law on Emulation, Commendation and the title "National Emulation Fighter" is responsible for publicizing the list of individuals and groups on the media of ministries, departments, branches, provinces ( Newspaper, Electronic Information Portal, Radio - Television Station...) at least 10 working days before the meeting of the Emulation - Reward Council of ministries, departments, branches, provinces (except for cases of proposal for commendation according to simple procedures).
The collection of public opinions on the media and the results of information handling (including complaints and denunciations if any) must be reported in writing to the Emulation and Reward Council of ministries, departments, branches and provinces before submitting to superiors for rewards and stated in the Minutes of Commendation of ministries, departments, branches and provinces.
