Article 49 of the 2008 Law on Cadres and Civil Servants stipulates the responsibilities and rights of civil servants in training and development as follows:
Responsibilities and rights of civil servants in training and fostering
1. Civil servants participating in training and fostering must strictly comply with training and fostering regulations and be under the management of training and fostering institutions.
2. Civil servants participating in training and fostering are entitled to full salary and allowances; training and fostering time is included in continuous service seniority, and are considered for salary increase according to the provisions of law.
3. Civil servants who achieve excellent results in training and fostering are commended and rewarded.
4. Civil servants who have been trained and fostered must compensate for training and fostering costs if they voluntarily quit or apply for severance pay according to the provisions of law.
From the above provisions, the rights of civil servants in training and fostering according to the Law on Cadres and Civil Servants 2008 are to receive full salary and allowances; the training and fostering period is included in the seniority of continuous work, and is considered for salary increase according to the provisions of law.
