In the afternoon of June 4, continuing the program of the 14th Congress of the Vietnam General Confederation of Labour for the term 2026 - 2031, delegates listened to the presentation of the Personnel Project of the Executive Committee of the 14th General Confederation of Labour; guided discussions in the delegation about personnel in the delegations.
Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Chairman of the 13th Vietnam General Confederation of Labor, said that the Executive Committee of the 14th Vietnam General Confederation of Labor, term 2026-2031 has 4 requirements: Building the Executive Committee of the 14th Vietnam General Confederation of Labor to ensure the standards and conditions according to Party regulations, with qualifications, capacity and prestige, solidarity, unified will and action, typical in intelligence, political qualities, ethics, lifestyle, capacity, bravery and prestige, meeting the requirements of the workers' movement and trade union activities in the new situation, ensuring the successful organization of the 14th Vietnam Trade Union Congress Resolution.
The Executive Committee of the 14th Vietnam General Confederation of Labor must value quality, have reasonable quantity and structure, places that need to have Executive Committee members but have not selected people who meet the standards and conditions should be left for arrangement when there is personnel that meet the standards, supplemented during the term;
The structure of the 14th Executive Committee must inherit the reasonable factors in the structure of the 13th Executive Committee, have adjustments, supplements, and innovations in the direction of development suitable to the new situation, ensure representatives of trade unions at all levels, economic sectors, by industry, locality, and field, harmoniously combine 3 age groups, and ensure the proportion of female cadres and ethnic minority cadres as prescribed.
Personnel preparation must ensure democracy, publicity, in accordance with the process and regulations of the Party, the Charter of the Vietnam General Confederation of Labour and the guidance of the Presidium of the General Confederation. Closely adhere to the standards and conditions according to the Party's regulations, the regulations of the Party Committee of the Fatherland Front, and central organizations.
Based on Conclusion 126 of the Party Committee of the Fatherland Front, central mass organizations, the Executive Committee of the 14th Vietnam General Confederation of Labor for the term 2026 - 2031 has 145 comrades, a decrease of 32 compared to the 13th term which was 177 comrades.
Based on the structure and number of the 14th Executive Committee mentioned above, with a number of 145 members, at the Congress we are preparing to elect 135 members. The remaining 10 members are due to localities, units, and agencies, including at the central and provincial levels, and grassroots levels, not having suitable personnel to introduce this time. We will retain the structure to consolidate during the term. To ensure a surplus of over 10% as prescribed, the preparation plan at the Congress will select and introduce 150 people to elect 135 people. The Executive Committee of the 13th Vietnam General Confederation of Labor will report to the Congress on the Project of the Executive Committee of the 14th Vietnam General Confederation of Labor for the Congress to consider and decide" - Mr. Nguyen Anh Tuan said.
