On July 1, the Hanoi Employment Service Center said that the Center is currently starting to build, develop and operate a job website specifically for the elderly on the City Employment Information Portal. This is a strong shift from direct support to support on digital platforms.
Representatives of the Hanoi Employment Service Center said that, aware of the technological barriers of the elderly, the Employment Service Center has designed a friendly and easy-to-see website interface. In addition, functional agencies have proactively built a system of scripts and videos guiding detailed, slow and easy-to-understand operations. Tasks such as filling out survey forms with QR codes, calling directly to switchboard operators to be supported in finding jobs near home (under 3km)... are all designed to be convenient and friendly to the elderly.
The Hanoi Employment Service Center also identified 4 difficulties and challenges when building a job website for the elderly.
Technology and psychological barriers: Although there are detailed tutorial videos, operating in the digital environment is still a major obstacle for many elderly people. The psychology of fearing wrong operations, fearing being scammed on social networks makes many people hesitant to access the website.
Prejudices from the labor market: The labor market still has a psychology of concern about productivity, health and the ability to adapt to technology of older workers. There needs to be more incentives and preferences for businesses using older workers.
Incomplete legal framework: Currently, regulations on labor contracts, accident insurance, or flexible working hours specifically for older workers still have many gaps, which need to be soon studied and supplemented by competent authorities.
Challenges in implementation organization capacity and coordination network: Consulting and connecting jobs for the elderly is a special nghiệp vụ, much more complex than supporting young workers. The team of implementing officials not only needs to be professionally skilled but also requires patience, empathy, high sense of responsibility and skills to grasp the psychology of the elderly. This poses a big problem for the Hanoi Employment Service Center in personnel training and fostering.
