Vietnam Trade Union has achieved many important results in its activities in participating in state management
On the morning of August 22, in Hanoi, a scientific workshop on "Union with the task of participating in State management, building a socialist rule-of-law state" was held by the Vietnam General Confederation of Labor in coordination with Nhan Dan Newspaper.
The workshop was chaired by: Mr. Nguyen Dinh Khang - Member of the Party Central Committee, Member of the Standing Committee of the Party Committee of the Fatherland Front, Central organizations, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Secretary of the Party Committee, President of the Vietnam General Confederation of Labor; Mr. Le Quoc Minh - Member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Department, Party Secretary, Editor-in-Chief of Nhan Dan Newspaper, President of the Vietnam Journalists Association; Mr. Ngo Duy Hieu - Permanent Deputy Secretary of the Party Committee, Vice President of the Vietnam General Confederation of Labor; Mr. Phan Van Hung - Member of the Standing Committee of the Party Committee, Deputy Editor-in-Chief of Nhan Dan Newspaper.
Speaking at the opening of the workshop, Mr. Nguyen Dinh Khang said that since its inception, our Party has always attached importance to the role of entities, including the Vietnam Trade Union, in participating in state management.
The Vietnam Trade Union is not only a socio-political organization representing the working class and laborers, but also an important element in the political system, participating extensively in the process of state management and building a socialist rule-of-law state.
In theory and practice, in recent times, the participation of Trade Unions in state management and building a socialist rule-of-law state has been an activity of both independence and consensus in defense and mutual support. Participating in state management requires the Trade Union to participate in the development of policies and laws; conduct social supervision and criticism; protect the legitimate and legal rights and interests of workers; develop and implement democratic regulations; promote social dialogue, build harmonious, stable and progressive labor relations; make recommendations and proposals to competent state agencies to consider and resolve recommendations, reflections, complaints and denunciations of workers and groups of workers; organize and coordinate the organization of emulation movements; participate in controlling state power and fighting against corruption, negativity and waste...
"Therefore, participating in state management of the Trade Union is the foundation, a prerequisite for the Trade Union to be able to effectively participate in building a socialist rule-of-law State, ensuring that all state activities comply with the Constitution and the law, respect and protect human rights, civil rights and for the benefit of the people" - Mr. Nguyen Dinh Khang emphasized.

According to the President of the Vietnam General Confederation of Labor, in recent years, the Vietnam Trade Union has achieved many important results in its activities in participating in state management and building a rule of law state. Notably, the Trade Union has proactively contributed to giving opinions on policy and law development, contributed many enthusiastic opinions, successfully protected the rights of workers, and was the agency in charge of submitting to the National Assembly for approval of the Trade Union Law in 2024. Participating in inspection, examination, supervision and implementation of supervision and social criticism; participating in the development and implementation of grassroots democracy regulations; dialogue at the workplace, collective bargaining, organizing emulation movements... Democratic models such as Workers' conferences, dialogues between workers and employers, heads of governments at all levels, dialogues with the Prime Minister, "Workers' Forum" at the National Assembly... have been widely deployed, bringing practical results. These are important channels for the Trade Union to represent workers, bringing the voice of workers to the Party and the State.
Proposing comprehensive, specific and feasible solutions
The President of the Vietnam General Confederation of Labor said that currently, in the face of rapid changes in the market economy and the process of international integration, the implementation of the functions and tasks of "participating in state management" and actively participating effectively in building a socialist rule-of-law state of the Vietnam General Confederation of Labor is facing many opportunities and challenges. Our Party and State are continuing to promote the construction and completion of the Socialist Republic of Vietnam's rule of law state; operating a two-level local government model with the goal of being closer to the people, closer to the people, and better serving the people; promoting the implementation of the "four pillars" of importance to bring the country up to the next level, entering a new era.
The Vietnam Fatherland Front and socio-political organizations, including the Trade Union, have unified and coordinated their actions in a new organizational model and apparatus associated with the goal of double-digit economic growth.
In the field of labor and trade unions, increasingly complex labor relations, the emergence of non-traditional forms of employment; the requirement to shift the focus of trade union activities to the non-state sector, the informal sector... are raising the need to clarify both the theory and practice on the position, role, functions and tasks of trade unions at all levels participating in state management and building a socialist rule-of-law state.
According to Mr. Nguyen Dinh Khang, the workshop aimed to analyze and deepen the theoretical role of the Vietnam Trade Union in participating in state management, building a socialist rule-of-law state; objectively assess the achievements, limitations and causes in the process of implementing these tasks of the Trade Union in the recent past.
In addition, propose comprehensive, specific and feasible solutions to enhance the deeper and more effective participation of trade unions in participating in state management and building a rule of law state.
To achieve high efficiency, Mr. Nguyen Dinh Khang suggested that delegates and scientists focus on discussing the theoretical and legal basis for Trade Unions participating in state management and building a socialist rule-of-law state.
Requesting delegates to focus on analyzing and evaluating the Party's viewpoints and policies, the provisions of the Constitution and the law on the socialist rule of law state of Vietnam and the role of the Trade Union organization in participating in building a socialist rule of law state; evaluating the process of building, developing and characteristics of the Socialist rule of Law State of Vietnam, thereby recommending the task of the Trade Union participating in state management, building a rule of law state in the new situation; analyzing and evaluating the role of the Trade Union in participating in controlling state power; Trade Unions participating in state management, building a socialist rule of law state to better protect the rights of workers...
Along with that, analyze the current situation, issues raised and recommend innovation of the organization and operation of the Trade Union participating in state management, building a socialist rule-of-law state.
Mr. Nguyen Dinh Khang suggested that delegates focus on analyzing and evaluating activities demonstrating the role of the Trade Union organization such as: participating in policy and law making; implementing supervision and social criticism; promoting democracy at the workplace; participating in building harmonious, stable and progressive labor relations; participating in resolving labor disputes, ensuring political security, social order and safety; participating in preventing corruption, negativity and waste; trade unions with mechanisms to listen to workers' opinions, contributing to building a rule of law state; monitoring and reviewing the results of implementing the Convention to ensure workers' rights...
Thereby, proposing solutions and orientations to innovate trade union methods of operation so that trade unions participate in state management, building a socialist rule-of-law state more proactively and effectively.
