The Hanoi Employment Service Center said that in September 2025, the demand for human resource recruitment, in terms of professional qualifications, accounted for the largest proportion, the group of unskilled workers, at 37.61% (down 9.29% compared to August 2025); followed by the group of workers with university degrees or higher, accounting for 28.14%; the group of unskilled technical workers accounted for 25.29%. This shows that the unskilled labor force is having many difficulties when finding a job in the digital age, automation systems are gradually changing the job market.
The change in qualifications also closely corresponds to the shift in the salary structure that businesses have proposed. Although the salary of 5 - 10 million VND/month still accounts for the largest proportion, it has decreased significantly from 57.08% in August 2025 to 52.54% in September 2025.
The most impressive highlight of the market is the nearly double growth in the high-paid segment of over 20 million VND/month, from 5.07% in August 2025 to 9.69% in September 2025. Meanwhile, the salary of 10 - 20 million VND/month remains stable and accounts for a high proportion of 37.53%.
This shift strongly affirms the trend of businesses focusing on recruiting high-quality positions, requiring extensive expertise and experience, and being willing to offer attractive treatment to attract and retain talent, instead of massive recruitment in the low-paid labor segment, said Mr. Vu Quang Thanh - Deputy Director of Hanoi Employment Service Center.
According to the Hanoi Employment Service Center, considering the requirements for qualifications, the labor market in September 2025 witnessed a strong restructuring, showing a clear priority trend for vocational training workers. The recruitment demand for unskilled workers (normal workers) has decreased from 23.06% in August 2025 to only 17.7% in September 2025. In contrast, the demand for human resources with intermediate qualifications has grown strongly, from 12.63% in August 2025 to 17.42% in September 2025 - becoming one of the most sought-after groups.
Along with that, the human resource demand for college-level workers and unlicensed technical workers also recorded an increase. Meanwhile, the group of workers with university degrees, although still accounting for the highest proportion, has decreased slightly to 27.43%. The collected data has reflected the important shift trend, as businesses are increasingly promoting the practical skills and professional skills of the technical workforce, instead of focusing mainly on unskilled workers or highly qualified personnel, Mr. Vu Quang Thanh emphasized.
