The Ministry of Education stated the reason for not being able to immediately arrange affiliated universities
The Ministry of Education and Training (MOET) said that it is not yet possible to reorganize universities and vocational training institutions under the direction of the Government, because this group of units is in two major projects that the Ministry is developing. The Project to reorganize the system of higher education institutions and the Project to transfer some universities to local management are expected to be submitted to the Prime Minister for consideration in 2026.

With the vocational education and continuing education system, the Ministry of Education and Training is also facing difficulties due to the lack of a legal basis to implement the merger of vocational education and continuing education centers into vocational secondary schools. The current " vocational secondary school" model is only a proposal in the draft revised Law on Vocational Education, which will be submitted to the National Assembly at the 10th session. Therefore, in the current period, the Ministry can only review and streamline according to the inter-ward and commune areas. See more...
