In fact, young people account for a fairly high proportion in the labor market, and are also a group that absorbs the achievements of the technological revolution, the superiority of technology... "For discharged young people, when this group is supported with training, we take advantage of the opportunity to help them have new opportunities and strengths in the labor market to have the opportunity to become high-quality human beings because they have very valuable qualities such as loyalty, love for learning, discipline... This is not only a recognition of their contributions to the Fatherland, but also a stepping stone to help them reintegrate actively and effectively into society", Ms. Lan Huong commented.

According to Ms. Lan Huong, young people are an important group that needs training and support to improve their skills and qualifications. In the context of today's learning path also being different from lifelong learning thinking, the expansion of this policy needs special attention and support in industries and professions that need young human resources, are well-trained, and have discipline.

The unemployment of a part of the youth sector, especially the 15-24 age group, is a challenge for the Vietnamese economy. Meanwhile, creating jobs for young people still faces many difficulties, especially the limited allocation of resources for programs and projects to support job creation for young people.

Ms. Lan Huong quoted Dr. Nguyen Hoang Ha, Office of the International Labor Organization (ILO) in Vietnam, saying that the development of a green economy, a digital economy that Vietnam is catching up with very quickly with the general trend of the world will create many new jobs. Therefore, policies to support and solve employment for young people in the 4.0 technology era are important in equipping them with skills to adapt to this new labor market.

Solutions

In reality, the rate of young people who want to learn a trade is not high because of lack of information, unfavorable access to policies, weak support in terms of resources... Ms. Huong proposed specific solutions.

Simplify loan procedures by streamlining documents, prioritizing online registration or through local unions; exempting or reducing collateral requirements for small loans, in line with the individual startup model.

Career counseling and business planning through organizing soft skills training courses, financial planning, small business model management; supporting personalization of career paths based on capacity, preferences and local conditions.

Coordinate with mass organizations, the army and localities such as the Youth Union, the Veterans Association, the Military Region Command... to play a bridging role, introducing eligible subjects; creating a network of loan support, connecting markets, sharing experiences.

Increase interest rates and grace period by applying low interest rates and reasonable grace period so that borrowers have time to stabilize operations before repaying debts; may exempt interest in the first 6/12 months if the business model meets the criteria for sustainable development.

Strong and easy-to-reach communication through social networking platforms, military TV channels, community activities to disseminate policies; share success stories of those who have borrowed capital and successfully started businesses to create inspiration...

The 2025 Law on Employment has proposed a policy to support employment for young people. Accordingly:

The State encourages organizations and individuals to create jobs for young people; creates conditions for young people to promote initiative and creativity in employment.

Through activities such as career guidance, job consultation, introduction; training, fostering to improve professional skills; supporting young people to start a business; lending to create jobs, maintain, expand jobs and work abroad..., support funding sources according to the provisions of the law on the State budget.
