Focus on developing union members from the grassroots level
On August 24, in an exchange with a reporter from Lao Dong Newspaper, a representative of the Thanh Hoa Provincial Labor Federation (LĐLĐ) said that as of July 31, 2026, the whole province has 875 grassroots trade unions (CĐCS), with a total of 314,398 union members.
In the first 7 months of the year, trade union levels in the province have newly established 88 grassroots trade unions, admitting more than 15,400 new union members.
Ms. Trinh Thi Hoa - Vice President of Thanh Hoa Provincial Labor Federation - said that right from the beginning of the year, the Standing Committee of the Provincial Labor Federation has assigned targets for developing union members and establishing grassroots trade unions to units; and at the same time implemented the "Peak Month for developing union members and establishing grassroots trade unions; introducing union members to the Party for consideration, fostering, and admission" in 2026.
From the assigned targets, commune and ward trade unions and grassroots trade unions choose propaganda and mobilization methods suitable for each area and type of enterprise. The focus is on enterprises that do not have trade union organizations and units with increased number of newly recruited and received workers.
In May alone - the first peak period of 2026 - the whole province established 29 new grassroots trade unions, developing an additional 7,111 union members.
Along with expanding the number of union members, Thanh Hoa Trade Union focuses on building a core force of union members and participating in Party building work at enterprises.
In the first 6 months of the year, grassroots trade unions introduced 737 outstanding union members to Party committees for consideration and training; of which 346 union members were admitted to the Party.
One of the models being implemented and replicated is "The Chairman of the grassroots Trade Union is the Secretary of the Party Cell" at enterprises.
According to the Thanh Hoa Provincial Labor Federation, the model contributes to increasing the connection between Trade Union activities and Party building work, while enhancing the role of trade union officials in grasping the thoughts, representing, caring for and protecting the legitimate and lawful rights and interests of workers.
Through emulation movements and activities at the grassroots level, the Trade Union organization also has the conditions to detect active and capable union members to foster and introduce them to the Party Committee for consideration.
Increase attractiveness with practical activities
Along with developing union members and establishing grassroots trade unions, Thanh Hoa Trade Union focuses on innovating the content of activities, towards the practical needs of workers.

One of the ways being implemented at many businesses is the "Worker Cultural Space" model.
Depending on the conditions of each unit, spaces are arranged to serve the needs of reading books, learning about laws, practicing skills, cultural, artistic and sports exchanges of workers after working hours.
According to the Thanh Hoa Provincial Labor Federation, creating more living space at enterprises not only contributes to improving spiritual life but also increases the connection between workers and the Trade Union organization and enterprises. Through this, the Trade Union has more conditions to access and mobilize workers who have not participated in the organization.
In the coming time, Thanh Hoa Trade Union will continue to focus on mobilizing workers to join the Trade Union organization, establish grassroots trade unions and grassroots trade unions; and at the same time reward units that achieve good results in union member development.
Propaganda work will be innovated according to each labor group, expanding both the formal and informal sectors. Commune and ward trade union officials and grassroots trade unions are identified as the forces directly grasping the area, approaching businesses and mobilizing workers.
Trade union levels will also coordinate with local authorities, police agencies, social insurance and Party committees in residential areas to review businesses and the number of workers, thereby identifying units that are likely to establish Trade Union organizations.
Along with that, the Provincial Labor Federation continues to build a network of officials, collaborators, and propagandists to work on union member development; summarize and replicate effective models. The goal is not only to increase the number of union members and grassroots trade unions but also to improve the quality of activities, so that workers can clearly see the benefits of participating and being attached to the Trade Union organization.
