On September 6, according to the Ministry of Public Security's Electronic Information Portal, this agency is organizing a public consultation on the draft Circular regulating the speech and provision of information to the press of the People's Public Security.
The development of this circular aims to ensure compliance with the current model and organization of the People's Public Security force, especially the current model and organization of the Commune-level Public Security after the merger and meet the current practical requirements for providing information;
At the same time, avoid the provision of information that is not in accordance with regulations by officers and soldiers of the People's Public Security.
The draft Circular accordingly stipulates more clearly the provision of information by the Commune-level Police and officers and soldiers of the People's Public Security.
In which, the Commune-level Police Chief (or the person assigned the task of the Commune-level Police Chief) spoke and provided the press with information about:
(1) Policy and solutions on ensuring security, order, fighting against crime and law violations in the commune.
(2) The situation and results of the work of ensuring security and order, building a movement for the entire people to protect national security of the Commune-level Police.
(3) Legal regulations related to the work of ensuring security and order of the Commune-level Police.
(4) Results of receiving, verifying, and handling specific less serious cases related to national security protection, ensuring social order and safety, fighting against crimes and law violations occurring in communes or being received, verified, and handled by the Commune Police.
(5) Warning information about methods and tricks of crimes, law violations and recommendations for people, agencies, organizations...
(6) Typical examples of advanced people, good people, good deeds in ensuring security and order at the commune level.
The draft circular also stipulates that the Commune-level Police Chief is responsible before the law and the Provincial Police Director for the content of the statements and information provided.
Also according to the draft, leaders, commanders, officers and soldiers of the People's Public Security are not those assigned to speak and provide information to the press, but are only provided to the press with warning information about the methods and tricks of crimes, violations of the law and warnings and recommendations for people, agencies and organizations.
Before providing information to the press, officers and soldiers of the People's Public Security must report and have the consent of the leaders of units under the Ministry (if working at units under the Ministry) or leaders of units under the provincial Public Security (if working at units under the provincial Public Security) or the Commune-level Police Commander (if working at the commune-level Police).
