Article 50. Procedures for placing and organizing the award ceremony of organizations and individuals residing or operating legally in Vietnam
1. Organizations and individuals residing or operating legally in Vietnam have the right to propose the placement and organization of awards for science, technology and innovation.
2. The application for registration and organization of award consideration includes:
a) Application (original) according to Form No. 02 in the Appendix issued with this Decree;
b) Draft Regulations on award consideration, including the following contents: award name, cycle and time of award organization; award consideration subjects and fields; conditions and standards for award consideration; award structure, award levels; application for award consideration; award consideration process and procedures; composition and principles of operation of the award consideration council.
3. Implementation process:
a) Organizations and individuals submit a set of applications and organize the award ceremony as prescribed in Clause 2 of this Article directly or by post to the People's Committee of the province where the head office of the organization or the individual resides or submit online to the People's Committee of the province via the National Public Service Portal;
b) Within 25 days from the date of receipt of a complete and valid dossier, the Provincial People's Committee is responsible for reviewing and issuing a document approving or not approving the award placement and organization. In case of non-agreement, the reason must be clearly stated in writing.
