(7) Central Public Security Party Committee

- Advising the Government to supplement, amend, issue or the Ministry of Public Security to issue according to its authority regulations and instructions for implementing public services, social management... according to the functions and tasks of the Ministry of Public Security in the direction of providing online public services, digital services to people and businesses that are not dependent on administrative boundaries, do not collect fees or charges (for organizations and individuals who must change documents and procedures due to administrative unit arrangement), (to be completed before June 30, 2025).

- Advising competent authorities to lead and direct the police force; at the same time, implementing leadership and direction of the police at all levels to strengthen work, coordinate with all levels and sectors to promptly grasp public opinion, mobilize the masses, ensure the maintenance and stability of political security, social order and safety before, during and after implementing the arrangement of administrative units, the arrangement of the apparatus, party congresses at all levels and the 14th National Party Congress.

Accordingly, Official Dispatch 43 requires competent authorities to provide online public services to people and businesses, regardless of administrative boundaries, and at the same time not to collect fees or charges for organizations and individuals who must change documents and procedures due to administrative unit arrangement.

Thus, people need to change their documents after the merger of provinces to be done online without having to pay any fees or charges.
