On March 17, according to the Government's Electronic Information Portal, Minister of Home Affairs Pham Thi Thanh Tra said that the Politburo had just held a meeting and agreed on the policy of rearranging and reorganizing administrative units at all levels and building a model of organizing local government at both levels.
Notably, after the Politburo's meeting, all related contents and the number of provincial-level administrative units that must be reorganized and merged are clear.
"At the same time, it is also clear what the model of local government at two levels (provincial and sub-provincial levels) is like, how to reorganize commune-level administrative units, also known as grassroots levels, to ensure" - Minister Pham Thi Thanh Tra said.
Also related to this content, the Minister of Home Affairs said that after the Politburo's meeting, the Government Party Committee will submit a project to collect opinions from ministries, branches and localities, then synthesize and report to the Central Executive Committee, expected in mid-April 2025.
After the Central Conference, there will be a national conference to implement the merger of provincial-level administrative units and rearrange commune-level administrative units.
The above contents closely follow the direction of the Politburo and the Secretariat in Conclusion No. 127-KL/TW issued on February 28, 2025 on implementing research and proposing to continue to reorganize the apparatus of the political system.
In which, after receiving comments from provincial Party committees, city Party committees, party committees directly under the Central Government, agencies, organizations, and central Party committees, the Government Party Committee is responsible for completing the project and reporting to the Politburo and the Secretariat before March 27, 2025.
Next, the Government Party Committee continues to receive opinions from the Politburo, the Secretariat, and agencies, complete the project and submission; submit to the Party Central Committee (through the Central Organizing Committee) before April 7, 2025.
Also related to the work of restructuring the apparatus, on the morning of March 17, the National Assembly Standing Committee held a meeting to give opinions on a number of contents to serve the restructuring of the apparatus, including a report on the work progress related to amending and supplementing a number of articles of the 2013 Constitution.
Speaking at the meeting, Politburo member, Secretary of the National Assembly Party Committee, National Assembly Chairman Tran Thanh Man said that the revolution of streamlining the apparatus is entering a second phase, preparing to reorganize the commune-level apparatus.
After amending the new Constitution, we will study the removal of the district level and the arrangement of the provincial level.
Therefore, the National Assembly Chairman requested each agency and unit to lead and direct the effective strengthening of political and ideological work among cadres, party members and people to work closely from the central to local levels to unify both the awareness and action in implementing the Party's policies for the development of the country; prevent hostile forces from taking advantage of the revolution of streamlining the apparatus to combat disruption and transformation.
