Putting workers at the center
At the press conference, Mr. Ngo Duy Hieu - Standing Deputy Secretary of the Party Committee, Vice President of the Vietnam General Confederation of Labour informed that, before the 14th Congress of the Vietnam Trade Union, term 2026-2031 (Congress), union members and workers nationwide sent many proposals related to policies directly affecting life. The Vietnam General Confederation of Labour acknowledged the recommendations and will select and compile them into 10 key contents to report to Party and State leaders.

Regarding negotiations on the regional minimum wage for 2027, Mr. Hieu said that the Trade Union is surveying labor life before proposing an increase and adjustment time, with the view of harmonizing the interests of both sides but still putting workers at the center.
Mr. Ngo Duy Hieu informed about the special point at the Congress: It is expected that on June 5, the Prime Minister will attend the exchange and discussion program between the Prime Minister and delegates of the Congress on the topic: "Vietnam Trade Union accompanies the Government to improve labor productivity and achieve double-digit growth goals".
This is a very new content, unique and only the Trade Union organization has it. Because the activities of the Trade Union are associated with the beat of the economy; trade union members are the workers who directly create material wealth for society. To implement the 100-year strategic goals of the country, which in the immediate future is the goal of double-digit growth, we must definitely improve labor productivity.
Clearly aware of its responsibility, the VGCL has proposed and received the Prime Minister's agreement to organize this forum. This will be a valuable opportunity for union members and workers to speak, make proposals, recommendations and express difficulties and obstacles. From there, the Party, State, Government and Trade Union organization will jointly have solutions to remove obstacles and create the best conditions for workers to feel secure in contributing, working with high productivity and quality, meeting the growth requirements of the country" - Mr. Ngo Duy Hieu shared.
Regarding information, there are currently many recommendations on re-establishing trade unions in administrative agencies and public service units receiving 100% salaries from the budget... VGCL Vice President Ngo Duy Hieu said that from July 1, 2025, grassroots trade unions in administrative agencies and public service units receiving 100% salaries from the state budget and armed forces will cease operations. According to the Trade Union organization's records, this has caused many difficulties.
Specifically, in the implementation of tasks of representing and protecting the rights of workers (especially when sick and happy), implementing grassroots democracy regulations, organizing emulation movements and also Party fostering and development work. At many agencies, the absence of trade union organizations leads to a lack of representative voice of cadres, civil servants, and public employees in cadre and civil servant conferences, or in emulation and disciplinary councils...
Many localities and sectors reflect that since there are no more Trade Unions in the administrative and non-business sector, emulation movements have become less vibrant, lack spreading power and do not achieve high efficiency.
Therefore, functional agencies are currently assigning the VGCL to study and synthesize opinions from grassroots levels to report to competent authorities. The common desire of many places is to re-establish trade unions or have appropriate models to continue to gather, mobilize, propagate and care for union members and workers" - Mr. Ngo Duy Hieu shared.
Application of information technology in the organization of the Congress
At the press conference, Vice President of the Vietnam General Confederation of Labor Nguyen Xuan Hung said that in the organization and operation of the Congress, the Vietnam General Confederation of Labor has thoroughly applied information technology and digital transformation.
Specifically, the organizers have built a specialized application (app) specifically for the Congress. Each delegate attending is equipped with a tablet that has pre-installed this application, accompanied by an identification code and personal sim card. All documents as well as detailed logistics information (place of eating, accommodation, means of transportation, hotels, servers... ) are fully updated on the application. This solution brings great convenience, helping to eliminate document printing, minimizing hard copy documents.

Regarding the management and support of delegates, Mr. Nguyen Xuan Hung said that the entire delegate management process is automated through an information technology system. The queuing stage applies face recognition technology at the barrier gates; when delegates step forward, the system will automatically recognize, update information and open the gate. Through practical testing, the processing speed is very fast and the organizers also opened more walkways to ensure smooth traffic.
Besides, the application on tablets is also a two-way information channel, supporting delegates throughout the journey from the locality to attend the Congress and when returning. All feedback, questions or requests for information from delegates are made on the application and there is an administrator group (admin) directly monitoring, supporting and operating. It can be affirmed that the application of digital technology through operations on tablets has been deployed thoroughly, professionally and brought high efficiency to the Congress" - Mr. Nguyen Xuan Hung said.
