On the afternoon of May 29, the Vietnam General Confederation of Labour held a press conference to inform about the 14th Congress of Vietnam Trade Unions, term 2026-2031.
Mr. Ngo Duy Hieu - Standing Deputy Secretary of the Party Committee, Vice President of the VGCL and Mr. Nguyen Xuan Hung - Vice President of the VGCL co-chaired the meeting.
At the meeting, Mr. Nguyen Manh Kien - Deputy Head of the Labor Relations Department of the Vietnam General Confederation of Labor said that the XIV Congress of the Vietnam Trade Union for the term 2026 - 2031 is an important political event of the working class and the Vietnam Trade Union organization, taking place from June 3-5, at the National Convention Center (Hanoi).
Attending the Congress were 780 outstanding delegates, representing the will, aspirations and intelligence of nearly 10 million trade union members nationwide. These are typical trade union officials and members representing industries, fields, localities, and units nationwide.
With the motto: "Solidarity - Democracy - Discipline - Innovation - Development", the Congress has the task of summarizing and evaluating the results of implementing the Resolution of the 13th Vietnam Trade Union Congress in the period 2023 - 2026; reviewing the activities of the Executive Committee of the 13th Vietnam General Confederation of Labour; determining goals, tasks and breakthroughs for the 2026 - 2031 term; amending the Charter of the Vietnam Trade Union, and at the same time electing the Executive Committee of the 14th Vietnam General Confederation of Labour to lead trade union activities in the new term.
PROGRAM AND ACTIVITIES OF THE XIV VIETNAM TRADE UNION CONGRESS
- June 3, 2026: The first session of the Congress and thematic discussion sessions at 5 discussion centers.
- June 4, 2026: Solemn session of the Congress with the participation of Party and State leaders.
- June 5, 2026: Exchange and discussion program between the Prime Minister and delegates of the Congress on the topic: "Vietnam Trade Union accompanies the Government to improve labor productivity, achieve double-digit growth goals"; closing session of the Congress; launch of the Executive Committee of the 14th VGCL.
Delegates will participate in discussions at 5 thematic centers, focusing on major and key contents of the 2026 - 2031 term, including:
1. Trade unions represent, care for, and protect the legitimate and lawful rights and interests of union members and workers.
2. Focus on developing union members, establishing grassroots trade unions; improving the quality of trade union officials at all levels; building strong trade union organizations and participating in Party development among workers.
3. Comprehensively innovate trade union finances, take care of union member welfare.
4. Innovate propaganda, mobilization and women's work in the current period.
5. Deploy the emulation movement "Good labor, high productivity, good income", contributing to the achievement of the double-digit growth target.
Regarding the expected goals, breakthroughs, programs, projects, tasks, and solutions in the 2026 - 2031 term of the Vietnam Trade Union, Mr. Nguyen Manh Kien provided information, goals, tasks, and solutions for the 2026 - 2031 term built on the basis of thoroughly grasping the Resolution of the 14th Party Congress, the Resolution of the 11th Vietnam Fatherland Front Congress, and the requirements and tasks set for the trade union organization in the new context.
The theme of the Congress is building a comprehensively strong Vietnam Trade Union; focusing on representing, caring for, and protecting union members and workers; promoting the pioneering role, spirit of innovation, contributing to realizing the aspiration to build a rich, prosperous, civilized, and happy country.
The Congress set out the goal of focusing on developing union members, perfecting the organizational model, improving operational efficiency; effectively performing the role of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers; promoting the implementation of democracy at the workplace; propagating and mobilizing workers to innovate and create, pioneer in applying science and technology, building new production forces, improving labor productivity, contributing to building a peaceful, independent, democratic, rich, prosperous, civilized, and happy country.
In the 2026-2031 term, the Vietnam Trade Union organizes the launch of a new emulation movement - which is the movement "Good Labor, High Productivity, Good Income" on the foundation of the emulation movement "Good Labor, Creative Labor".
At the same time, the VGCL proposed 2 breakthroughs: Improving the quality of trade union officials, especially full-time officials and grassroots trade union presidents; Strongly applying science and technology, digital transformation in trade union activities and promoting production and business...
The VGCL proposed 3 Programs, including: Developing union members, establishing grassroots trade unions, participating in Party building at enterprises; innovating trade union financial work and improving union member welfare; Trade unions accompanying the Government to improve labor productivity, implementing the goal of double-digit growth.
The VGCL also proposed 4 Projects: Improving the effectiveness of dialogue, collective bargaining and building labor relations in the period 2026 - 2031; Trade unions participating in developing new production forces, promoting stable income jobs for workers; Digital transformation in trade union activities; Building an open, flexible, and dynamic trade union organization model.
To implement breakthroughs, programs, projects... The VGCL has set out 5 groups of key tasks and solutions: Improving the effectiveness of representative activities, caring for and protecting the legitimate and lawful rights and interests of union members and workers; Promoting the role of trade unions at all levels in participating in state management, socio-economic management; participating in inspection, examination, and supervision; Propagating, educating, and mobilizing union members and workers to study to improve their professional qualifications and skills, comply with the law, build and protect the Fatherland; Building a strong Trade Union organization, participating in building the Party and the political system, expanding international cooperation on trade unions; Innovating operating methods, improving the effectiveness of directing work at trade union levels...
Dedicating 100 billion VND to support workers with critical illnesses
At the press conference, answering reporters' questions from Lao Dong Newspaper related to the "special" point of the 14th Vietnam Trade Union Congress, Mr. Ngo Duy Hieu said that before the 14th Vietnam Trade Union Congress, the Presidium of the Vietnam General Confederation of Labour issued Resolution No. 13/NQ-ĐCT on supporting union members and workers suffering from dangerous diseases and occupational diseases (Resolution).
The content of the Resolution states: Set aside trade union financial resources from the VGCL of 100 billion VND to support long-term care for union members and workers suffering from dangerous diseases and occupational diseases.
Extracting a part of this funding to implement the program "Gifts from the 14th Vietnam Trade Union Congress" to support union members and workers before and immediately after the Congress.
The remaining part is assigned to the Golden Heart Charity Fund, Lao Dong Newspaper in coordination with the Trade Union Working Committee to study and develop a Project to form a long-term support fund for union members and workers suffering from dangerous diseases and occupational diseases in the period 2026 - 2031, and report to the Standing Committee of the Presidium for consideration and decision.
