Responding to Official Dispatch No. 8490/BNV-CVL dated August 4, 2026 of the Ministry of Home Affairs on seeking opinions on the plan for Vietnam Culture Day holiday in 2026, Lunar New Year holiday and National Day holiday in 2027 after studying the dossier, on August 11, the VGCL gave the following opinion:
For civil servants and public employees:
Vietnam Culture Day 2026 holiday: Unified choice Option 1: Vietnam Culture Day 2026 holiday on Tuesday, November 24, 2026 Gregorian calendar. Exchange the working day of Monday, November 23, 2026 to the weekly holiday of Saturday, November 28, 2026.
VGCL stated the reason for choosing Option 1 to create favorable conditions for civil servants and public employees to participate in cultural activities, enjoy spiritual cultural values; create a joyful, exciting, strong and profound atmosphere when celebrating Vietnam Culture Day for the first time with a long holiday; promote consumption and services to contribute to the goal of economic growth.
Regarding the Lunar New Year holiday in 2027, the VGCL agreed to choose Option 1: 5 days off according to regulations, including 2 days before Tet and 3 days after Tet. 2 days off for compensation according to regulations. The total holiday time is 7 days (from February 4 - 10, 2027).
According to the VGCL, the 7-day holiday plan is in accordance with the provisions of law; the appropriate number of holidays is for officials, civil servants, public employees, and workers to conveniently move back to their hometowns to celebrate Tet, rest, and regenerate labor; and at the same time create conditions for workers to return to work on time, contributing to stabilizing production and business and implementing the goal of economic growth.
Regarding the National Day holiday in 2027, the VGCL agreed with the proposal of the Ministry of Home Affairs to have holidays on September 2, 2027 and September 3, 2027. The total holiday time is 4 days, including 2 weekly holidays (September 4, 5, 2027). The VGCL believes that 4 days of holiday will create conditions for civil servants and public employees to have longer holidays, better prepare for the opening day and attend the opening day of the new school year of their children.
The VGCL also proposed that the Ministry of Home Affairs immediately announce the plan for Victory Day (April 30, 2027) and International Labor Day (May 1, 2027) according to the provisions of Article 112 of the 2019 Labor Code as follows:
Civil servants and public employees are off during Victory Day and International Labor Day 2027 as follows: 4 consecutive days off from Friday, April 30, 2027 to the end of Monday, May 3, 2027.
According to the Vietnam General Confederation of Labour, International Labor Day (May 1, 2027) coincides with Saturday. According to Clause 3, Article 111 of the 2019 Labor Code, "If the weekly holiday coincides with the holiday and Tet holiday specified in Clause 1, Article 112 of this Code, employees are entitled to compensatory weekly holiday on the next working day".
At the same time, the VGCL believes that the Ministry of Home Affairs needs to fully and comprehensively announce long holidays with compensatory days off on working days so that civil servants, public employees, workers and businesses allow workers to take leave according to the schedule of civil servants and public employees to proactively arrange production and business activities, and workers arrange appropriate rest time during this important holiday.
For workers
The VGCL agreed with the proposal of the Ministry of Home Affairs: Based on actual conditions, employers choose to take 1 day off at the end of the year Binh Ngo and 4 days at the beginning of the year Dinh Mui or 2 days at the end of the year Binh Ngo and 3 days at the beginning of the year Dinh Mui or 3 days at the end of the year Binh Ngo and 2 days at the beginning of the year Dinh Mui.
Employers notify employees of the 2027 Lunar New Year holiday plan at least 30 days before implementing it. If the weekly holiday coincides with the holiday and Tet holidays specified in Clause 1, Article 112 of the Labor Code, the employer arranges for compensatory weekly holidays for employees on the next working day according to Clause 3, Article 111 of the Labor Code...
