The Ho Chi Minh City People's Committee has just issued a decision on authorizing the decision on salary regimes for civil servants in professional agencies, other administrative agencies and commune-level People's Committees under Ho Chi Minh City.

The Chairman of the Ho Chi Minh City People's Committee authorizes the Director of the Ho Chi Minh City Department of Home Affairs to decide on regular salary increases, early increases, seniority allowances beyond the framework and other regimes and policies related to salaries (collectively referred to as salary regimes) for civil servants holding the rank of senior specialist and equivalent at the City's departments, branches and sectors and commune-level People's Committees. This does not apply to cases under the authority of the Chairman of the Ho Chi Minh City People's Committee for approval and appointment.

In addition, the Chairman of the Ho Chi Minh City People's Committee also authorizes heads of departments, branches, sectors and Chairmen of Commune-level People's Committees to decide on salary regimes for civil servants holding the rank of senior specialist and equivalent or lower under their management. This regulation also excludes cases under the authority of the Chairman of the Ho Chi Minh City People's Committee and the authorization of the Director of the Ho Chi Minh City Department of Home Affairs.

The authorization decision is effective from the date of signing until April 30, 2026.

The heads of departments, branches, sectors and the Chairman of the People's Committee at the commune level, when performing their assigned tasks, must comply with the provisions of the Law on Organization of Local Government and relevant legal provisions. At the same time, be responsible to the Chairman of the Ho Chi Minh City People's Committee for the results of performing assigned tasks and powers.

The Director of the Department of Home Affairs is assigned the responsibility of guiding and inspecting so that the authorization is implemented consistently and in accordance with regulations. In case of difficulties or problems, the Department of Home Affairs is responsible for synthesizing, reporting, and proposing for the Chairman of the Ho Chi Minh City People's Committee to consider and direct.
