According to the report of the Vietnam General Confederation of Labour, the organization of congresses and conferences of grassroots trade unions (CĐCS), grassroots trade unions (NĐCS) was implemented in accordance with the direction and guidance of provincial and city labor federations, central industry trade unions, economic group trade unions, and corporations directly under the Vietnam General Confederation of Labour (LĐLĐVN).
The organization of the congress closely follows Plan No. 22/KH-TLĐ dated August 29, 2025 on organizing trade union congresses at all levels, towards the 14th Vietnam Trade Union Congress, term 2026-2031; and at the same time ensures the correct leadership direction of the direct Party Committee and the guidance of the upper-level trade union.
As of December 31, 2025, the whole country has 60,562 grassroots trade unions and youth unions. Of which, 56,232 units have organized congresses and conferences, reaching a rate of 92.85%. There are still 4,330 grassroots trade unions and youth unions that have not been organized due to many reasons such as being merged, arranged, and consolidated; businesses temporarily suspending operations; union members operating dispersed or the number of union members decreasing, not meeting the conditions for organizing congresses...
In the process of implementation, local labor federations and industry trade unions have directly guided and specifically directed the organization of congresses; and at the same time selected a number of grassroots trade unions and youth unions to organize pilot congresses to draw experience and improve the quality of organization on a large scale.
Notably, in the context of arranging the political system, many grassroots trade unions have focused on discussing solutions to innovate operating methods to adapt to the new model. Some units also organized separate conferences to contribute opinions on amending and supplementing the Charter of the Vietnam Trade Union.
According to assessments, the content of the congress has many innovations, focusing more on core issues instead of being spread out as before. The political report at the congress mainly revolved around contents such as collective bargaining, dialogue at the workplace, taking care of union member welfare; developing union members; introducing outstanding union members to the Party; and at the same time frankly pointing out limitations in the implementation of grassroots democracy regulations.
The Congress and conference of grassroots trade unions and youth unions took place in a democratic, united, and responsible atmosphere, and were recognized and highly appreciated by Party committees, authorities, and professional departments. This is considered a widespread political activity of trade union officials and members. Many proposals and recommendations of union members have been received and directed to be resolved by leaders of agencies, units, and businesses.
Personnel work for the 2025-2030 term is carried out strictly, democratically, and in accordance with procedures. At enterprises, the vote to introduce personnel to the executive committee and key officials is carried out objectively, without interference from employers.
According to statistics, as of December 31, 2025, 56,232 grassroots trade unions and youth unions have elected and appointed 230,318 executive committee members.
One of the outstanding new points of this congress is the strong application of information technology. Many grassroots trade unions organize online opinions on the content of contributing documents, amending the Charter of the Vietnam Trade Union or evaluating the results of term activities. This approach helps shorten the time to summarize and focus on the key contents that need to be consulted with union members.
In particular, the "paperless congress" model was widely deployed, becoming a bright spot in the organization of grassroots trade union congresses, showing the strong adaptation of the Trade Union organization in the digital age.
The VGCL assessed that although the congress organization time is tight, under pressure from the production and business activities of enterprises and the requirement to arrange the organizational structure, the executive committees of grassroots trade unions and youth unions have proactively developed plans, fully prepared documents, personnel and necessary conditions to organize congresses in accordance with regulations, ensuring quality and schedule.
