According to Decree 178/2024/ND-CP, the following cases of cadres, civil servants and public employees will receive a salary increase when restructuring the apparatus:
Salary increase for cadres, civil servants and public employees who increase their work trips to the grassroots level
Accordingly, Article 12 of Decree 178/2024/ND-CP stipulates that cadres, civil servants and public employees who are required to go on business trips to the grassroots level will have their salary increased by one level as follows:
Cadres, civil servants and public employees in central and local agencies who are assigned by competent authorities to work on a 3-year basis at the grassroots level are entitled to the following policies:
- For cadres, civil servants and public employees working at Party, State agencies and socio-political organizations at the commune level:
After cadres, civil servants and public employees have successfully completed their tasks at the grassroots level, they will be accepted back to the agency, organization or unit where they were sent or will be assigned a suitable job by the competent authority, not lower than the job position before they were sent to the grassroots level; at the same time, their salary will be increased by one level (the time to keep the new salary level is calculated according to the time to keep the old salary level) if they have not yet been assigned the final salary level in the grade or position.
- For cadres, civil servants and public employees in central agencies who are working at Party and State agencies, socio-political organizations and public service units at provincial and district levels:
After cadres, civil servants and public employees have successfully completed their tasks at the grassroots level, they will be accepted back to the agency, organization or unit where they were sent or will be assigned a suitable job by the competent authority, not lower than the job position before they were sent to the grassroots level; at the same time, their salary will be increased by one level (the time to keep the new salary level is calculated according to the time to keep the old salary level) if they have not yet been assigned the final salary level in the grade or position.
Salary increase for civil servants and public employees specified in Clause 1, Article 2 of Decree 178/2024/ND-CP with outstanding qualities and abilities, and with especially excellent achievements contributing to the agency, organization, or unit.
Article 13 of Decree 178/2024/ND-CP stipulates that cadres, civil servants and public employees specified in Clause 1, Article 2 of Decree 178/2024/ND-CP with outstanding qualities and abilities, and with particularly excellent achievements contributing to the agency, organization or unit will receive a salary increase as follows:
Salary increase by one level (the time to keep the new salary level is calculated from the time to keep the old salary level) if the salary level in the grade or position is not yet the last.
The rate of cadres, civil servants and public employees whose salaries are increased by one level is within the rate of no more than 10% of the total number of cadres, civil servants and public employees whose salaries are increased ahead of schedule due to outstanding achievements in the annual tasks of the agency, organization or unit as prescribed in Clause 2, Article 7 of Decree 204/2004/ND-CP amended by Decree 17/2013/ND-CP.
Cadres, civil servants and public employees specified in Clause 1, Article 2 of Decree 178/2024/ND-CP include:
Cadres, civil servants and public employees according to the organizational structure and administrative units at all levels prescribed in Article 1 of Decree 178/2024/ND-CP, including:
- Cadres, civil servants, leaders, managers and civil servants;
- Commune-level officials and civil servants.
