Circular No. 10/2025 of the Ministry of Home Affairs recently added the field of internal affairs to the functions of the cultural - social department under the People's Committees at the commune, ward and special zone levels. This document replaces Circular 05/2021/TT-BNV and significantly expands the scope of work for the professional department at the grassroots level.
According to Article 3, the Department of Culture and Social Affairs will advise the People's Committees at the commune level in managing administrative organizations; building job positions, payroll; monitoring staff streamlining and evaluating cadres. The unit is also responsible for controlling administrative procedures, implementing digital transformation of personnel records, managing administrative unit boundaries, emulation and rewards, archival documents, as well as activities of associations, funds and non-governmental organizations in the area.
Article 4 stipulates that the specialized department must submit to the People's Council and People's Committee at the commune level to issue plans and resolutions on internal affairs; organize the implementation of annual administrative reform programs; at the same time, supervise the reorganization of the organizational structure, ensuring streamlining and effectiveness.
In the field of labor, wages and social insurance, the department has the right to receive documents confirming that employees are subject to compulsory insurance, instructing businesses to temporarily suspend pension payments when encountering difficulties and checking labor safety and hygiene at production facilities.
