Recently, General Luong Tam Quang, Politburo member, Minister of Public Security, signed and issued Circular No. 81/2025/TT-BCA (Circular 81) regulating measures to implement health insurance for officers, non-commissioned officers, soldiers and trainees of the People's Public Security; effective from October 13.
Circular 81 stipulates measures for implementing health insurance for officers, non-commissioned officers, soldiers and trainees of the People's Public Security, including: contribution rate, contribution responsibility, health insurance payment method; making estimates and settling health insurance payment costs; health insurance card, issuing and managing health insurance cards; paying for medical examination and treatment costs; organizing health insurance examination and treatment; managing and using the medical examination and treatment fund and health insurance management costs; the responsibility of organizations and individuals in implementing health insurance.
Article 2, Circular 81 states the subjects of application:
1. Officers and soldiers participating in health insurance include:
a) Officers, non-commissioned officers and officers, non-commissioned officers in technical fields working in the People's Public Security force;
b) Sub-officers and soldiers performing their duties in the People's Public Security;
c) People's Public Security students receiving living allowances are studying at schools inside and outside the People's Public Security in Vietnam;
d) Police students receiving living allowances are foreigners (excluding foreign students studying at the People's Police Cultural School.
2. Units under the agencies of the Ministry of Public Security, Provincial and Municipal Public Security (hereinafter referred to as the Public Security of the unit or locality); organizations and individuals related to the implementation of health insurance for subjects specified in Clause 1 of this Article.
The monthly health insurance payment level of the subjects specified in Clause 1, Article 2 of Circular 81 is implemented according to the provisions of Clause 1, Article 4 of Decree No. 70/2015/ND-CP, which has been amended and supplemented, in which:
- Equality with 4.5% of monthly salary for subjects specified in Point a, Clause 1, Article 2 of Circular 81;
- At 4.5% of the reference level for subjects specified in Points b, c and d, Clause 1, Article 2, Circular 81;
- At 4.5% of the reference level when the subjects specified in Point a, Clause 1, Article 2 of Circular 81 take sick leave for 14 working days or more in a month or take maternity leave for 14 working days or more in a month as prescribed by the law on social insurance.
The state budget guarantees the entire cost of health insurance contributions for the subjects specified in Clause 1, Article 2 of Circular 81 according to the current budget decentralization. When the Government adjusts the health insurance contribution level and the reference level, the state budget amount for health insurance contributions will be adjusted from the date of application of the new health insurance contribution level and the new reference level.
