Mr. Le Tuan Huu (Hanoi) asked: I am a veteran, working for a state-owned enterprise and a company that is paying social insurance for me. Can I want to transfer health insurance (HI) according to Decision 62/2011/QD-TTg to receive 100% medical examination and treatment? If possible, where should I contact to complete the procedures? Pursuant to Clause a, Clause 5, Clause 11 and Point 2, Clause 17, Article 1 of Law No. 51/2024/QH15 amending and supplementing a number of articles of the Law on Health Insurance stipulates: People who are also subject to many different health insurance participants specified in Article 12 of this Law shall pay health insurance according to the first subject, which that person is determined in order of the subjects specified in Article 12 of this Law, except for the cases specified in Points c, d, dd, e and g of this Clause; People who are subject to many different health insurance participants shall enjoy health insurance benefits according to the subject with the highest benefits.
In the case of the reader, participating in health insurance as an employee (the subject with the first payment order) is in accordance with the above regulations. If the reader has directly fought and directly served in combat according to the provisions of Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister, the health insurance benefits will be exchanged higher, according to the level of benefits for veterans (the health insurance fund will pay 100% of medical examination and treatment costs under the health insurance regime). According to the provisions of Point 2.2 Clause 2 Section I Appendix 03 Decision No. 948/QD-BHXH dated June 5, 2023 amending and supplementing a number of articles of the Procedure for collecting social insurance, health insurance, unemployment insurance, occupational accident insurance - disease; management of social insurance books, health insurance cards issued with Decision No. 595/QD-BHXH dated April 14, 2017 and Decision No. 490/QD-BHXH dated March 28, 2023 of the General Director of Vietnam Social Insurance, to change benefits on the health insurance card, readers are requested to submit documents to the Social Insurance agency, including:
- Declaration of registration, adjustment of social insurance and health insurance information (Form TK1-TS)
- One of the following documents proving:
+ The decision to be demobilized or discharged from the army or to change sectors clearly states the time and location of the combat site, and the direct combat service according to the provisions of Decision No. 62/2011/QD-TTg. In case the Decision on demobilization, discharge, or transfer of sectors does not clearly state the time and location of the direct combat and combat service, the confirmation of the military service area of the regimental unit or equivalent or higher where the subject is directly managed before demobilization or discharge shall be supplemented.
