Sharing about the content of the revised Trade Union Law that will still maintain the 2% trade union fund to help the Trade Union organization in taking care of workers, Mr. Loi said that this is the content that has been maintained and promoted effectively for more than 60 years. Since the Trade Union Law in 1957, trade union funds have been continuously implemented, the legalization and maintenance of the 2% trade union fund revenue source to take care of workers and ensure the trade union apparatus, demonstrating the superiority of the social regime... ensuring that the Trade Union fulfills its responsibilities to union members and workers, its responsibility in building harmonious, stable and progressive labor relations, contributing to the stability and development of agencies, units and enterprises.
“More importantly, this demonstrates the role of the union in gathering forces to build a strong union organization capable of attracting workers to join the union, limiting the emergence of non-union labor organizations,” Mr. Loi emphasized.
Mr. Loi affirmed that the monitoring activities of the Trade Union organization are social monitoring activities, people's monitoring activities, different from the monitoring activities of the National Assembly or the People's Council, which are state power monitoring activities.
Many different laws stipulate the supervisory rights of trade unions such as the Trade Union Law 2012, the Social Insurance Law 2014, the Labor Safety and Hygiene Law 2015, etc. The Law on the Vietnam Fatherland Front stipulates that socio-political organizations preside over and supervise contents related to the legitimate and legal rights and interests of union members and associate members. According to the law, trade unions are the entities that have the capacity to directly preside over supervision and coordinate supervision with agencies, organizations and units. This provision aims to promote the proactive supervision rights of trade unions, contributing to better performing their roles; especially early detection of violations at the employing unit, thereby proposing timely correction or handling of violations.
The revised Trade Union Law has added new regulations to consider exemption, reduction or suspension of trade union fees in cases where enterprises encounter difficulties due to natural disasters, fires, epidemics and have to temporarily suspend production and business, leading to the inability to pay trade union fees... Mr. Bui Sy Loi said that this new regulation will ensure flexibility to handle diverse realities, in order to support enterprises to restore production and business, and maintain jobs for workers.
