Article 26 of the Law on Public Employees 2025 stipulates the ranking of quality and the use of quality assessment and ranking results as follows:
1. Based on the results of monitoring and evaluation, the evaluation regulations of the unit, public employees are ranked as quality annually according to the following levels:
a) Excellently completing tasks;
b) Completing tasks well;
c) Completing tasks;
d) Failure to complete tasks.
The quality ranking results must be notified to individual civil servants, publicly announced in the unit and stored in civil servant records.
In case a public non-business unit has its own regulations on quality assessment and classification, it must stipulate the level corresponding to the quality classification levels as prescribed in this clause.
2. Based on the results of periodic or annual quality assessment and classification, competent authorities decide:
a) Implement training, fostering, planning, transferring, appointing, and reappointing;
b) Implementing salary regimes, regimes, and other policies according to the provisions of law and regulations of competent authorities; implementing commendation, increased income regimes, and bonuses according to regulations;
c) Considering and arranging suitable job positions at lower levels or dismissing cases where tasks are not completed or task requirements are not met.
Thus, based on the evaluation and classification results, the competent authority will decide to implement the salary regime according to regulations; implement commendation, additional income regime, and bonuses for civil servants.
