On the morning of February 12, images of some individuals hanging banners in front of the gate of Bach Dang High School (new facility), Quang Yen ward, with content reflecting the debt for construction labor, appeared on Facebook.
On the same morning, the Ward Trade Union coordinated with the Quang Yen Ward People's Committee and relevant agencies and units to inspect the scene and organize a meeting to clarify the incident.

The meeting was chaired by Mr. Doan Phuc Truong - Vice Chairman of the Ward People's Committee - with the participation of representatives of the Economic, Infrastructure and Urban Department; Ward Trade Union; Area I Construction Investment Project Management Board (investor of Bach Dang High School Project); Ward Police; Internal Security Department of Quang Ninh Provincial Police and related individuals.
According to Mr. Nguyen Hai Thanh - direct supervisor of the investor, the Construction Investment Project Management Board of Area I, the Bach Dang High School Project (new facility) is implemented from June 2024 to November 2025, signing contracts with two main contractors, Thai Son Corporation One Member Limited Liability Company and Hoang Hung Consulting - Construction Joint Stock Company.
To date, the investor has paid Thai Son Corporation One Member Limited Liability Company 103/113 billion VND (92%) and Hoang Hung Consulting - Construction Joint Stock Company 36/40 billion VND (90%).
The remaining part is being liquidated and finalized according to financial regulations.
Directly related to the rights of workers, three construction teams reflected that they are still owed a total amount of about 776 million VND.
The debt arises from the contract signed with Nam Hai Hung Transport Service Co., Ltd. - the intermediary unit receiving the construction.
Accordingly, the group of Mr. Nguyen Van Hai representing 30 workers is still owed about 370 million VND; the group of Mr. Le Van Luyen representing 10 workers is still owed about 137 million VND; the group of Mr. Chu Van Dong representing 17 workers is still owed about 269 million VND.
Representatives of the workers' groups said that they have repeatedly contacted and requested the Director of Nam Hai Hung Transport Service Co., Ltd. to pay wages but have not been resolved definitively, directly affecting the lives and incomes of workers.
At the working session, Mr. Doan Van Long (Zone 3, Hiep Hoa ward) admitted to being the person directly involved and initiating the banner hanging.
Mr. Long said that he used to work for Nam Hai Hung Transport Service Co., Ltd. and then for Thai Son Corporation One Member Limited Liability Company; to date, he is still owed about 83 million VND. Due to repeatedly demanding money without being resolved, he and two others arbitrarily hung banners in front of the school gate.

According to Quang Yen Ward Police, the act of arbitrarily hanging banners in the school area without notifying or requesting permission from functional agencies is an act that affects social order and safety. The individuals involved have admitted their violations and committed not to repeat them; violations will be handled according to legal regulations.
Concluding the working session, representatives of Quang Yen Ward People's Committee requested the Construction Investment Project Management Board of Area I to coordinate with relevant agencies to urge contractors and intermediary units to urgently pay wages to workers, ensuring the legitimate rights of workers.
The government also requested the workers' groups to implement petitions and claim rights in accordance with legal regulations, avoiding similar violations.
The inspection, verification and organization of handling meetings in the morning of the same day showed the timely involvement of the government and trade union organization in protecting workers' rights, while maintaining stability at the grassroots level.
